Velez is a city in the Isles of Caputia, a region of Nouvelle Alexandrie, and the capital of the state of Salzstein. It is the seat of the region's court and a center of the law in the islands, as well as one of the ports raised during the resettlement. Built as a resettlement port from about 1688 AN, it has an estimated population of some 1,150,000.[1]

History

Velez was among the ports the Caputian Resettlement Authority raised during the resettlement of the islands under Nouvelle Alexandrie, its harbor built from about 1688 AN alongside those at Port Tablot and Port Karsten.[2][3] Unlike the Kydrian cities of the islands, it bears a name outside the Kydrian pattern, taken from Alfonso Velez, an early Prime Minister of Alduria. It is the capital of Salzstein, the only one of the region's four states whose name has no Kydrian root.[4][5] It keeps a mayor-council government of the kind common to the cities of the Federation.[1]

Law and institutions

Velez is the seat of the Regional Court of the Isles of Caputia, the middle tier of the federal judiciary between the local courts of the region and the High Court of Justice at Cárdenas. Placed with the regional legislature under the Regional and Local Government Organization Act, 1699, the court is the region's principal appellate body and holds original jurisdiction over serious crime and high-value civil suits.[6] Among the cases heard at Velez was the Buccho Affair, the 1733 AN divorce suit brought by Marisol Buccho against the deputy Urbano Buccho.[7] The city is a legal center beyond the court: the Caputian Jurisprudence Alliance, a partnership of more than 150 lawyers, keeps an office in Velez, and the University of the Isles maintains an auxiliary campus in the city.[8][9]

Transport

Velez lies on the Isles of Caputia Railway, the standard-gauge main line laid under the National Infrastructure Plan from Gotfriedplatz through Ulrichstadt and Velez to Seydlitz, and holds the line's depot.[10][3] Its port, raised in the resettlement, handles the shipping of Salzstein.[2]
