Universal Compact

The Universal Compact is a formal treaty between Natopia and Universalis that affirms the free association relationship between the two nations. The compact spells out Universalis' choice of freely being admitted to Natopia as a demesne and the stipulations by which it may, if it so desires, secede from the Bovic Empire and re-assert its status as a fully independent nation. This has not been necessary for many years, as both nations benefit from the relationship, but it is a point of pride for the fiercely independent Universals who are among the oldest nations on Micras.
