The Southeastern Eura Provisional Administration (Administration Provisoire du Sud-Est Eurani, SEPA) is a temporary governing body established by the Oportian government to facilitate the transition of control and governance in the formerly Green southeastern region of Eura. Formed in 1729 AN[1] during Operation Verdant Reach, SEPA aims to stabilize the region, ensure the delivery of public services, and lay the groundwork for the area to be settled and have permanent governance structures.
Led by Chief Administrator Boniface Beaujolais, the council operates from its headquarters in Port Félix, with the primary mandate of overseeing the reconstruction of infrastructure, the restoration of law and order, and the initiation of economic development projects. Its creation marks a significant step towards the integration of the newly claimed regions in southeastern Eura into Oportia's territorial framework.
Background
The Southeastern Eura Provisional Administration Council was established in the wake of Operation Verdant Reach, a military and stabilization initiative launched by Oportia on 15.IX.1729 AN. The operation was a response to the growing instability in the Euran Green, a region plagued by insurgent activities led by the Confederacy of the Dispossessed and Azad Eura. These groups exploited the area's strategic significance and valuable Alexandrium deposits, prompting Oportia, with support from Raspur Pact allies, to intervene. The aim was to restore order, secure Alexandrium resources, and prepare the region for eventual integration into Oportia's governance structure.
By early 1730 AN, following significant military engagements and strategic victories against insurgent forces, the Oportian government recognized the necessity of establishing a provisional administrative body to oversee the region's transition towards stable governance. On 4.I.1730 AN, the Oportian government officially announced the formation of the Southeastern Eura Provisional Administration Council. Headquartered in Port Félix, the council was tasked with rebuilding infrastructure, ensuring security, managing natural resources, and laying the groundwork for the democratic process within the southeastern Eura.

Organization
At the helm of SEPA is the Chief Administrator, currently Boniface Beaujolais. He was appointed by Federal Representative Celine Beaumont in 1730 AN. The Chief Administrator is tasked with overseeing the day-to-day operations of the administration, coordinating with international partners, and laying the groundwork for reconstruction and settlement.
The Provisional Administration Council serves as the main advisory and executive body, assisting the Chief Administrator in policy formulation and implementation. Comprising experts in governance, economics, law, and social welfare, the council focuses on a wide range of issues, from infrastructure development and Alexandrium resource management to healthcare and education. This diverse group works closely with local leaders and communities to ensure policies are inclusive and address the needs of the region.
At the judiciary level, the Provisional Courts of Justice are established to uphold law and order, ensuring that the rule of law prevails during the transition period. These courts handle both civil and criminal matters, providing a crucial foundation for justice and accountability. It is staffed by a mix of local and international legal professionals.
