History

The ESB Group would be given fifteen months from the date of contract award in which to develop the requisite infrastructure, and would receive a letter of authority with which to sanction the importation of penitents from the Benacian Labour Reserve in order to expedite the construction process.
Designated as the site of Submarine Construction Pen № 2 by the Naval Construction Office on VI.1728 AN, with expansion work commencing in the following month as writs of appropriation were served upon the title deed holders of adjacent properties.
