WAKARA IDENTITY ACT, 1724

BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Cortes Federales, in this present 7th session assembled, and by the authority of the same, as follows:-

An Act to preserve the identity and cultural traditions of the Wakara people and for purposes connected therewith.

I. CITATION

  1. This Act may be cited in all purposes as the "Wakara Identity Act, 1724".

II. CULTURAL ASSOCIATION OF THE WAKARA NATION

  1. There shall be established in Boriquén a Cultural Association of the Wakara Nation, to which all adult citizens of the Federation domiciled in Boriquén shall enjoy the right of membership through enrolment.
  2. The constitution of the Cultural Association of the Wakara Nation shall be determined by a Royal Charter issued by His Majesty on the advice of the President of the Government in consultation with the Government of the Region of Boriquén.
  3. The Royal Charter shall provide for the establishment of a Council of Elders for the Cultural Association of the Wakara Nation, who shall undertake the obligation of working with the Government of the Region of Boriquén in accordance with, and subject to, the laws of the Federation.
  4. There shall be established under this Act, institutions wholly subordinate to the Cultural Association of the Wakara Nation.
  5. There is hereby created a Wakara Commission on Culture and the Arts, domiciled in Boriquén, governed by a Commission composed of individuals serving for a term of 5 years, to be appointed by the President of the Government from nominations submitted the membership of the Cultural Association of the Wakara Nation. The purpose of the Wakara Commission on Culture and the Arts is to preserve, promote, and educate other on Wakara Culture and Arts.
  6. There is hereby created a Wakara Entrepreneurship Council, domiciled in Boriquén, composed of individuals serving for a term of 3 years, to be appointed by the President of the Government from nominations submitted from the membership of the Cultural Association of the Wakara Nation. The purpose of the Wakara Entrepreneurship Council shall be to develop investment programs targeting local enterprises, especially those led by Wakara entrepreneurs.
  7. There is hereby created a Wakara Spiritual Institute, domiciled in Boriquén, to serve as a research institute and repository of Wakara spiritual practices and philosophies. It shall be governed by a Board of Trustees composed of individuals serving for a term of 3 years, to be appointed by the President of the Government from nominations submitted from the membership of the Cultural Association of the Wakara Nation.
  8. The foregoing created entities may charge reasonable fees for provision of services. No income tax shall be collected on their revenues, and no gift tax shall be collected from donations to these institutions that may be made by domestic or foreign individuals or entities.
  9. The reckoning for terms of office shall be counted from the date of their original appointment.

III. INSTRUCTIONS TO NATIONAL GOVERNMENT AGENCIES

  1. The Department of Education, Culture and Sports shall introduce component modules on Wakara culture, history, and language into the national education system of the Federation. These modules shall, at the discretion of the Department of Education, comprise of a mandatory familiarisation module as a part of primary school education, with the option of further elective subjects derived from the aforementioned as a part of secondary and higher education curriculums.
  2. The Department of National Mobilisation shall promote the cultivation of indigenous crops, especially those significant to Wakara heritage, within Boriquén. Additionally, in locations within the wider Federation where soil types promising the potential for improved crop yields have been identified, the promotion of the plantation of these crops shall be encouraged.
  3. The Department of the Interior and Department of Energy and the Environment shall encourage the establishment of Atabey Gardens throughout Nouvelle Alexandrie as both a biological reserves and a sanctuaries for mental health and peace.
  4. The Wakara Commission on Culture and the Arts shall maintain oversight over the implementation of this Act, and shall submit and annual report to the Cortes Generales.
  5. Budgets for the entities created by this Act shall be included in the annual appropriations of the Federal Government.
  6. A true copy of this Act shall be published in newspapers of general circulation.

IV. COMMENCEMENT AND APPLICATION

  1. This Bill shall apply to all of the Federation of Nouvelle Alexandrie.
  2. This Bill shall not become law unless it has been given Royal Assent.
  3. This Bill shall be published and made publicly available.
  4. In the event any provision or part of this Bill is found to be invalid or unenforceable, only that particular provision or part so found, and not the entire Bill, will be inoperative.
