On 22.VIII.1675, the Elwynnese Congress held a vote of a motion of no confidence in the government of Conducător Stephen Lewis. With a slim majority, the Congress voted in favour of the motion "that Congress lacks confidence in the Conducător's government".

Almost all parties voted on party lines, with the Amokolian Freedom Front and the Mishalanski Party for Democratic Socialism shifting from being in opposition to supporting the government. A noticeable split, however, was found in the Ayreonist Independence Party's congressional, where 18 members had defected from the party line. Of these, 7 voted against the motion and 11 abstained. The motion would only had been carried if, as indicated by the Elwynnese constitution, a majority of members of the Congress had voted in favour of it (i.e. 126 members). By convention, the President of Congress does not vote unless it is to break a tie, which did not occur here.

With the Conducător losing confidence, the President immediately relieved the Conducător of his duties with suspended effect: the Conducător would remain in place as a caretaker until Congress had confirmed a new Conducător.
