The Guttuli Protectorate (Pr. Bimudanoï Guttuli) is a state developing at the mouth of the River Elwynn, following the Kalirion Fracture. It controls Musica, Alexandretta, and Lower Lunaris.
Government
The Guttuli Protectorate lacks a systematic constitution that outlines its governing structure. Instead, it is governed by an ad hoc network of overlapping authorities that possess incomplete power. With the Declaration of Spanpur, these interests were consolidated around the Protectorate Military Council.
Declaration of Spanpur
On 2.XII.1671 AN from the Ward of Spanpur, Legate Ærek Murhin went on the radio to issue the following declaration:
The Divine Order has willed that I should be placed in the position that I now occupy. I thank them for accounting me worthy for this task, lowly as I am. My entire life has been dedicated to the defense of this land, and now that the present emergency has come upon us, I must again act in its defense.
As such, I, Ærek Murhin, hereby decree the following:
- 1. In the name of the Duke, the lands of the Guttuli are now under my protection.
- 2. A Protectorate Military Council is formed. Its membership shall include:

- 3. All military personnel and assets under the command of each of the aforementioned commanders, as well as my own, shall be reconstituted into a unified force named the Guttuli Corps.
- 4. For the duration of the present emergency, the Protectorate Military Council is invested with absolutely authority to create law, issue directives to the civil authorities, requisition resources, and deploy armed forces for the purpose of re-establishing order.
- 5. As the constitutor of this state of protection, I shall bear the title of Lord Protector, and I shall oversee the activities of the Protectorate Military Council. I shall have the power to name and dismiss members of the Protectorate Military Council through my own will.
- 6. Communications with parties outside of the Protectorate shall be limited and monitored to prevent the coordination of terrorists and pillagers. To compensate for this, regular radio transmissions shall be provided, so that the public may be kept informed of decisions by the Protectorate Military Council and local authorities as well as of current events.
- 7. All denizens are recommended to comply with the directives of the Protectorate Military Council, to give aid to brave soldiers of the Guttuli Corps, and to deny aid to the servants of despair and disorder.
- 8. Denizens are instructed to register with their local municipality, so that adequate distribution of resources may be achieved.
May the Gods look favorably upon all of us, so that together, we may renew ourselves in the face of this crisis and restore the glory of old.
Issued on this day by Ærek Murhin, Lord Protector of Guttuli, with the unanimous approval of the Protectorate Military Council.
Protectorate Military Council
The Protectorate Military Council is an executive committee of senior military personnel, who as a body are empowered to create law, issue instructions to both civil authorities and the armed forces, and manage the economy. In addition to this collegial function, each member of the council has a portfolio of governing agencies that they oversee.
The council itself is overseen by the Lord Protector, who has the power to add and remove council members as well as to revise their portfolios at will.

Local Administration
Initially concentrated on the western bank of the Lower Elwynn, the Guttuli Protectorate has expanded significantly into southern Lunaris while consolidating its control over the County of Alexandretta and the City of Musica. The territory of the Guttuli Protectorate is presently organized into 27 Commands (Pr. Anvoda), over which has been appointed a senior officer of the Guttuli Corps. Those holding these positions are regularly rotated with those assigned to internal patrol duty and front-line duty.
On 16.V.1672 AN, Command Aïna was renamed Command Svalbarh, with a new urban center constructed on its southeastern shore, complete with port section and a trio of temples dedicated to the Sun. The daily radio announcement described Svalbarh as an opportunity to enact the guiding principles of the new order onto effectively virgin land, and that the work accomplished there would be the shape of things to come. Locally-sourced labor battalions, deployed from Command Meszor, were able to complete the first stages of construction in record time, with the Temple to the Unyielding Sun consecrated on 1.VI.1672.
Military
Guttuli Corps

The Guttuli Corps (Pr. ïa Guttulin-Uihmanz) is the combined-armed military force for the Guttuli Protectorate. Due to the nature of the state, the Guttuli Corps is partially fused with the Protectorate government as well as its society. In particular, military operations are directed by the Protectorate Military Council, which also functions as the Protectorate's central governing body. The Council's membership are also the Guttuli Corps' supreme command officers, with separate civil and military staff to handle each of their scopes of responsibility. Central government offices are also staffed by active-duty officers and soldiers currently serving on Home Rotation.
Membership within the Guttuli Corps, and with it the associated rank, assignment, billet, training, and service, is a requirement for participation in all political and most socio-economic activities.
Organization
To manage the increasingly-sprawling nature of the Guttuli Corps as it has grown into a combined government, military service, and socio-political status, it has been internally reorganized into the following operational branches:
- GU-Hvaszunig (Guttuli Corps - Headquarters)
- Guttuli Corps headquarters and the military staff for the Protectorate Military Council.
- GU-Hæntz (Guttuli Corps - Home)
- Guttuli Corps administrative formations for recruitment, training, and supply, as well as dispositional troops on Home Rotation. Dispositional troops on home rotation are either on secondment to the state offices, deployed for security or anti-partisan operations (Pr. Vaszvaþnur, "Bandit-hunting"), or placed in reserve status.
- District I, under the Office for Upper-Musica
- District II, under the Office for Near-Guttuli
- District III, under the Office for Far-Guttuli
- District IV, under the Office for the Fanlununig
- Guttuli Corps administrative formations for recruitment, training, and supply, as well as dispositional troops on Home Rotation. Dispositional troops on home rotation are either on secondment to the state offices, deployed for security or anti-partisan operations (Pr. Vaszvaþnur, "Bandit-hunting"), or placed in reserve status.
- GU-Furgsad (Guttuli Corps - Deployment)
- Guttuli Corps dispositional troops deployed to the frontier or on military campaign. Supply and personnel are provided by GU-Hæntz, supply provided according to the district associated with their frontier deployment or extra-frontier campaign, personnel according to operational need and availability.
- GU-Kristfaln (Guttuli Corps - Crestfallen)
- Guttuli Corps paramilitary organization created for the governance and policing of the Barrowfield, Lowbrook, and Lichport regions as well as the integration of said territory into the Protectorate proper.
Operations
The Guttuli Corps has reformed itself significantly from its origins as Corps VII and VIII of the Riverine Army.
Firstly, the integration of non-infantry units into the organic composition of the legion, in part by consolidating depleted legions with armoured vexillations (e.g. XLIV "Bresa"), in part by retraining infantry maniples into armoured units. As such, the old distinction between Spear and Lance units (i.e. infantry and cavalry) has ceased to exist within the Guttuli Corps.
Secondly, the systematization of deployed forces into Battlegroups (Pr. Streïkruppas). These had begun under the Imperial Army as ad-hoc combined-arms formations. Within the Guttuli Corps, these battlegroups are formed by augmenting a Cohort (Pr. Gauht) with maniples of armour, infantry, reconnaissance, artillery, and other support units as appropriate.
Thirdly, the creation of an intermediate formation, called a Battle Command (Pr. Streïhvasza) to coordinate a cluster of battlegroups, augmented by additional support units. An officer given command over a Battle Command is brevetted Battle Commander (Pr. Streïhvaszhaldan). These are typically organized into so-called "light" battle commands (3 infantry-centric battlegroups plus support units) and "heavy" battle commands (3 armour-centric battlegroups plus support units). While on campaign, typically two battlegroups are engaged with the third in reserve. On extended campaigns, the reserve role is used to rotate units and equipment with those on home duty.
Each legion in the Guttuli Corps has adopted a tutelary deity for the offering of sacrifices and veneration, second to that of the tutelary of the Guttuli Corps as a whole, the Radiant Sun.

Recruitment
Following the Declaration of Spanpur, each local Command (Pr. Anvod) was requested to deliver its able-bodied free residents to the Guttuli Corps for service. Initially, this consisted of veterans of the Imperial Forces, but by the end of 1672 AN, the monthly tributes consisted of raw recruits. Veterans in the eastern regions or classified by the Protectorate state as unfree were redirected to heavy labor rather than military service, and have mostly become a nonentity by the end of 1672 AN.
Due to the disproportionate number of unfree residents in the eastern regions of the Protectorate, recruits from the western regions are transferred to the east for initial training.
Equipment
The Guttuli Corps inherits its technological base from the Imperial Army, specifically the Riverine Army. To compensate for its relative lack of armoured fighting vehicles, its infantry converted from mechanized to motorized in order to free up its fleet of Horjin 35 APCs for refit. By the end of 1672, these vehicles had been up-armoured and reconfigured with an auto-loading L33 120mm rifled gun, producing a highly mobile wheeled tank destroyer, similar to the Horjin 35 LT configuration.
In 1673 AN, the Offices for Great Guns, the Kraln, and Svalbarh Resources collaborated to create the Joint Office for Medium Machining. The purpose of the Joint Office for Medium Machining is to contract and coordinate with the various state- and private-owned manufacturers of Horjin 35 replacement parts, for the production of a new AFV, the BK-1A1 (Pr. Brunoï Korïil, "Armoured Vehicle").
Utnaræn
The Protectorate Military Council also maintains a paramilitary intelligence organization called the Utnaræn (Pr. "Outer Defense"). The Utnaræn recruits ethnic Brookshirans located outside of the Guttuli Protectorate's control, then organizes them into semi-autonomous action teams.
The head of the Utnaræn has a standing position on the Protectorate Military Council.
