The Passikraapkommission is a commission created by the Count of Highpass in 1707, following growing calls from various groups within the country to make Highpass more democratic. The Count had a choice, to listen to the growing support for a written constitution, or to suppress it violently. The second option was seen as untenable in the long run, due to positive examples of democratisation in Sanama, Cisamarra, and various nations in the Raspur Pact, and with the negative example of the Benacian Union across the border to the north. Instead, the Count opted for appointing a commission to write the first constitution of Highpass in at least a century. According to the instructions of the commission, the constitution should provide for a permanent and elected parliament, and a Kraapkunzeler responsible to that parliament.
