The National Qullqa System is a network of state-owned and operated warehouses and attached military or civil law enforcemnt installations. These are built by federal or regional governments of the Alduro-Wechua Federation to store crucial supplies of food, water, weapons, metals, and other commodities. The system originated in the system instituted by past Sapa Wechuas in the Wechua Nation. The concept has been adopted for federal implementation through the New Prosperity Plan, financed by both federal and regional governments jointly.
