The league name was a conflation of "Industrial" and "League" because the four teams that competed in it were owned by "companies" based in Otaq where many players were employees of their company and played in an amateur level since only a small number of them made the professional contract.

The competition was known for being considered a "stopgap league" because it lasted only three weeks during May (a month where the B-Lig and BNRL seasons were concluded) and yet kept the sport fans occupied until the new BBL season in June.
