Duchies
Norway, a unitary state, is divided into nine first-level administrative counties. The counties are administrated through directly appointed Dukes, selected by the Sovereign by Letters Patent. The Sovereign is directly represented by the sitting Duke, who effectively acts as a Governor. The counties, known officially as the Duchies are not sub-divided into second-level municipalities. This means that the lowest form of government and administration within the Kingdom of Victoria lies with the 9 County Councils. Norway also has two integral overseas territories, Jan Mayen and Svalbard. There are three Antarctic and Subantarctic dependencies: Bouvet Island, Peter I Island and Queen Maud Land.
