HIS ROYAL MAJESTY August Charles II, By the Grace of God King of Gotzborg, Archduke of Reichlau, Grand Duke of Lucerne, Marshal of the Union of Seven Nations, Lord of the Border Marches, Admiral of the Southern Reaches, Duke & Grand Elector of Jutien, Count Kendal does hereby send greetings;


WHEREAS It is continually to provide leadership and direction to Our Kingdom;

WHEREAS The function of Our government should be maintained with simplicity and effectiveness where ever possible;

AND In the interests of refining the role of Our government and its functions wish to amend the titling of Our Ministers within the government;

LET IT BE KNOWN that We of Our especial grace, certain knowledge and mere motion do by these presents hereby decree the following hierarchal adjustment to the structure of Ministerial titles within Our government;

LET IT BE KNOWN that the Minister responsible for either the Home, Foreign or War Office shall continue to be known as the Minister of State for that particular office in the following format:

AND that the Minister of State may be referred to informally by the title of 'Minister of State' or 'Minister';

LET IT BE KNOWN that the Minister responsible for a particular portfolio within an Office shall cease to be called a Deputy Vice Minister of State and shall now be referred to as Vice Minister of State in the following format;

Vice Minister of State, (portfolio), (office) as in Vice Minister of State, Commerce & Industry, Home Office;

LET IT BE KNOWN that what was previously called a 'Vice Minister of State' who was considered to be second in seniority to the Minister of State shall cease to exist and each Minister of State shall designate the senior portfolio within their responsibility who shall act as the next most senior Minister, designated to act in the stead of the Minister of State if so directed by that Minister;

LET IT BE KNOWN that each Minister of State may, by and on the advice of their Vice Ministers of State, appoint no more than one person to a portfolio who shall be called 'Secretary of State, (portfolio)'. These positions are not considered ministerial in nature and may be used at the Ministers discretion to appoint persons to government who are either new to the Kingdom or not considered to be fully prepared for a Vice Minister of State position;

AND that a Secretary of State shall not hold a seat upon the Council of Ministers nor access to the Royal Cabinet Office, instead providing their reports and work directly to their Vice Minister of State or the Minister of State;

AND We do further direct and enjoin that this Royal Decree shall be read and proclaimed in such places as appropriate within the Royal Kingdom of Gotzborg.

IN WITNESS WHEREOF We have caused this Our Royal Decree by the affixation of the Royal Seal of the Kingdom to be published, by witness Ourself at Lonenberg Palace this seventeenth day of April in the seventeenth year of Our reign.
