The Minshu Policy, or Minshu Period, was a political era in the Jingdaoese Empire which came into existence with the ascension of the Zettai Emperor and the approval of the new constitution in 5989 ASC. This period, which can roughly can be translated as Democratic Popular Sovereignty Policy, refers to the presence of a democratic elected government system which coordinated it actions with the Imperial Administration (mainly the Heavenly Light).

His successor, the Kattei Emperor, reconfirmed the importance of the elected representatives by formally tolerating it after ascension to the Throne [1]. With official backing of the Heavenly Light, the Imperial Assembly - which had seen as mostly worthless and silent - stayed in power and survived its criticism and possible abolition.

The Sheng Emperor, when ascending the Throne, brought this era officially to its end after it had become clear that the legislature had stopped functioning around 6171 ASC, when the escape of slave mutants led to a total collapse of the government.
