It forms a part of the [[Council of State of Sanama|Council of State]] and is headed by the Secretary for Defence, reporting to the [[Chancellor of Sanama|Chancellor]]. The department in its current form was created in 1687 with the passage of the national constitution and the beginning of the Third Republic, but it traces its origin to the Federal Department of Defense and the National Service formed in 1673. Operational command of the military flows from the President as Commander-in-Chief through the Chancellor and Secretary for Defence to the Joint Command commanders. All other command is implemented by the Secretary for Defence and the civilian support staff, based on policy formulated by the Council of State and legislation passed by the [[Llusan]].
