The Noursala Arrangement is a bilateral diplomatic agreement between Nouvelle Alexandrie and Aerla signed on 1.II.1751 AN that established the terms of Martina Vásquez's permanent exile. Under the arrangement, Vásquez accepted indefinite house arrest in Noursala under electronic monitoring, with prohibitions on leaving Aerlan territory, engaging in political activities, making public statements about New Alexandrian politics, or communicating with DSP officials without prior approval from both governments. In exchange, Nouvelle Alexandrie withdrew its extradition request and agreed not to pursue charges against Vásquez in absentia. The agreement resolved a diplomatic impasse that began when Aerla's Committee of International Extraditions refused to extradite Vásquez in II.1750 AN, citing that the arrest warrant was issued after her arrival and expressing concern for her three minor children's safety.

The arrangement was negotiated over three months by Secretary of State Jean-Michel Durand and Aerlan Minister of Foreign Affairs Lucas Kessler. A key provision requires Vásquez to cooperate with ongoing Pact of Shadows scandal investigations through Aerlan intermediaries, providing written responses to questions submitted by the Anti-Corruption Agency of Nouvelle Alexandrie. Aerla maintained its legal principle of not extraditing individuals for warrants issued after their arrival while ensuring what both governments characterized as "meaningful accountability." Vásquez released a statement accepting the terms "to protect my children from further persecution" while maintaining her innocence, though her reference to DSP colleagues drew immediate criticism as potentially violating the agreement's prohibition on political statements. The arrangement effectively ended Vásquez's political career, which began in 1729 AN when she was first elected to the Federal Assembly of Nouvelle Alexandrie from South Lyrica.

III.1751 violation and enhanced restrictions

On 10.III.1751 AN, Vásquez released a statement through social media accounts operated by her supporters endorsing Deputy Ricardo Ortega for DSP leader and attacking his rivals as "traitors who destroyed the progressive movement from within." The statement violated the arrangement's prohibitions on political activity, public statements about New Alexandrian politics, and communication with current DSP officials.

Following a review, Aerla announced enhanced restrictions on 20.V.1751 AN. Under the new terms, Vásquez lost internet access and cannot use electronic communications devices without direct supervision. A 24-hour security detail monitors all visitors, and she must submit to weekly compliance reviews with Aerlan officials. The enhanced restrictions will remain in place for a minimum of 18 months, after which both governments will reassess.

Nouvelle Alexandrie agreed to increase its annual support payments for the arrangement from NAX€2.4 million to NAX€4.1 million, covering enhanced security costs and administrative expenses. Secretary Durand praised Aerla's handling of the violation as "responsible and professional," while Minister Kessler stated that "violations have consequences, but the framework remains sound." Both governments reaffirmed their commitment to the arrangement and declined to revisit its core terms.
