The Edicts of the Miþuï are laws detailing the manner and method of elections for the legislature of the Sovereign Confederation, the Miþuï. Originally, up to the passage of Edict 1730, election systems have been approved on a case-by-case basis and often varied in form and scope. During this period, the convention of the Miþuï's electoral right was developed, effectively allowing Speakers to elect their own peers while merely using any votes from outside the chamber to inform their own.

Formalization of the Electoral System for the Miþuï 1730 In the year of 1730, by the power vested in the Miþuï and in pursuit of a more prosperous, representative, and harmonious system of government, the following edict hereby institutes a formalized electoral system for the election of members to the Miþuï.
  • Article 1: Electoral Right and Duty of the Miþuï
  1. The Miþuï shall fill the seats of its chamber on the advice of the votes cast in each election.
  2. In accordance with the Document of Governance, the Sovereign Confederation is divided into 30 Bailiwicks.
  3. In accordance with the Document of Governance, each Bailiwick is guaranteed a minimum of three seats within the Miþuï, totaling 90.
  4. The remaining seats shall be allocated as compensatory seats to maintain proportionality and represent Sovereign interests.
  • Article 3: Election of Speakers
  1. Elections shall be held publicly, inviting all Sovereigns of voting age and meritorious status to participate in the electoral process of their Bailiwick.
  2. Each voter is entitled to one vote to elect a Speaker for their Bailiwick.
  3. Each voter may purchase additional votes, with each vote priced at a standard rate determined by the Civil Executive. This rate shall be reviewed and adjusted for each election.
  • Article 4: Allocation of Seats
  1. The 87 guaranteed seats may be allocated to candidates securing the highest number of votes within their respective territories.
  2. The compensatory seats shall be allocated by vote of a plurality in the Miþuï, adjusted to reflect the unique inclusion of the Cult of the Sacred Detonation, which is guaranteed the remaining 3 seats as per historical accord.
  3. In the interest of maintaining a balanced and fair legislature, the system allows for adjustments in the allocation of compensatory seats to ensure that the representation in the Miþuï mirrors the Sovereign electorate's interests in regard to the distribution of votes.
  • Article 5: Voting Process and Purchase of Additional Votes
  1. Each voter is granted the right to purchase additional votes, subject to regulations established by the Civil Executive to prevent undue influence and ensure a fair electoral process.
  2. The proceeds from the sale of votes shall be allocated to be distributed among those voters whose candidate failed to gain public office.
  • Article 6: Oversight and Implementation
  1. The Board of the Realm’s General Staff is charged with the oversight, implementation, and periodic review of this electoral system to ensure its integrity, fairness, and adaptability to the Confederation's governmental necessities.
  2. The Board of the Realm’s General Staff shall publish detailed guidelines and procedures for the electoral process, including the purchase of additional votes, to ensure transparency and accessibility for all subjects.
  • Article 7: Amendment and Review
  1. This edict is subject to review and amendment by the Board of the Realm’s General Staff, in consultation with the wider Miþuï and the Civil Executive, to reflect the changing needs and aspirations of our Confederation.

This edict is enacted with the belief that the formalized electoral system will foster a more representative, prosperous, and dynamic legislative body, reflective of the diverse will of the Community of the Realm, and ensure the enduring prosperity and unity of our Confederation by the authority of the Miþuï.

The Omnibus Reform 1749 The Miþuï, by right and in pursuit of a more perfect system of government under the Omnibus, and having secured the requisite majority of 5:7 of all seated Speakers as required by Document Two, Article 1, Clause 25 of the Documents of Governance, hereby institutes a reformed electoral system by this edict to supersede any previous edict governing the election of members to the Miþuï.
  • Article 1: Electoral Right and Duty of the Miþuï
  1. The Miþuï shall fill the seats of its chamber on the advice of the votes cast in each election it presides over.
  2. In accordance with the Omnibus, the Sovereign Confederation is organized into twenty-nine Sovereign bailiwicks distributed across its three Circuits: seventeen in the Suthergold Alïuftrazd, ten in the Wintergleam Hringaríki, and two in the Exclusion Diocese.
  3. In accordance with Document Two, Article 1, Clause 27 of the Omnibus, each bailiwick is allotted 3 Speakers to sit on the Miþuï, yielding 87 bailiwick seats. One additional special seat is afforded to each of the three Circuits, yielding a total chamber of 90 Speakers.
  4. The three circuit special seats shall be subject to the same factional allocation provisions as bailiwick seats, distributed in proportion when seats are assigned following each election, with any remainder resolved in favour of the Ras Ufrus.
  • Article 2: Allocation of Seats
  1. Contested seats shall be assigned to the candidate of the campaign securing the highest number of votes within their respective bailiwick or circuit as applicable.
  2. The party receiving the highest number of votes in two of the past three Confederation-wide elections shall be designated the Ras Ufrus and allocated 45% of all 90 seats, rounded up, giving 41 seats.
  3. The party receiving the second highest number of votes in two of the past three Confederation-wide elections shall be designated the Fænn and allocated 45% of all 90 seats, rounded down, giving 40 seats.
  4. The Gæta uis Baïm Darn shall be allocated 10% of all 90 seats, giving 9 seats, regardless of their share of votes in any election.
  5. For the first election conducted under this edict, factional designations shall be determined by the Staggusgæta on the basis of such prior electoral records as are available, or by its reasonable assessment of party standing where a full three-election history does not exist. For the second election, designation shall be determined on the basis of the single preceding election under this edict together with such prior records as are available. The full three-election rule of Clauses 2 and 3 shall apply in full from the third election onward.
  6. Contested seats of the Ras Ufrus and Fænn shall be reassigned between those two designations following the results of each election in accordance with Clauses 2 and 3 of this Article.
  • Article 3: Election of Speakers
  1. Elections for bailiwick and circuit seats shall be held publicly, inviting all subjects registered as Sovereigns by the Guild of Magisters-Carnifex and classified as Meritorious Subjects by the Commission for the Panopticon to participate in the electoral process of their respective bailiwick or circuit.
  2. Any Sovereign who voted in the previous general election for the class of seats being contested may stand as a candidate in that election. This provision applies only to general elections conducted under this edict; premature vacancies shall be filled in accordance with Document Two, Article 1, Clause 26 of the Omnibus.
  3. Candidates must be sponsored by a Liveried Company of the Chamber of Guilds and Corporations to have votes recorded.
  4. All eligible voters are entrusted with one vote to elect a Speaker for their bailiwick or circuit.
  5. Each voter may purchase additional votes, with each additional vote priced at a standard rate determined by the Staggusgæta. This rate shall be reviewed and adjusted before each election cycle.
  6. The proceeds from the sale of additional votes shall be distributed among those voters whose candidate failed to gain public office.
  7. All Speakers of the Miþuï presiding over a general election to their chamber hold one vote in that election by virtue of their seat.
  8. The nine seats of the Gæta uis Baïm Darn are intended to be filled by clergy of the Cult of Sacred Detonation, in recognition of that institution's established role as an independent conscience of the chamber. Candidates for Gæta uis Baïm Darn seats must be nominated by the senior clerical council of the Cult and sponsored by a Liveried Company in accordance with Clause 3 of this Article. They shall stand for election in their respective bailiwick or circuit as any other candidate, with their designation to the Gæta uis Baïm Darn confirmed by the Miþuï following the election. Should the nine Gæta uis Baïm Darn seats not be filled by eligible clergy through election, the Miþuï shall by majority vote fill any remaining seats from among eligible Cult nominees.
  • Article 4: Oversight and Implementation
  1. The Staggusgæta is charged with the oversight, implementation, and periodic review of this electoral system to ensure its integrity, fairness, and adaptability to the Confederation's governmental necessities.
  2. The Miþuï shall, on the advice of the Gæta uis Korïaneï, publish detailed guidelines and procedures for the electoral process, including the purchase of additional votes, to ensure transparency and accessibility for all subjects.
  3. Seats shall be contested by election in four classes. The four classes shall each comprise 22 seats, with the two seats of remainder allocated to the first and second classes in that order. The three circuit special seats shall be distributed across the classes, one each assigned to the first, second, and third classes.
  4. One class of seats shall be contested per year in the first four years of each decade beginning in 1751 AN, in compliance with the requirement of Document Two, Article 1, Clause 25 of the Omnibus that no elections be held in an uninterrupted period of at least six years out of every ten.
