Zoroaster (in Elw: Зороастэр, Zoroastyr or ену Зороастэрион enu Zoroasterion; in Babkhi: Zartoshteshahr (officially) or Zartosht (commonly)) is an Elwynnese bailiwick in the Utasian region of the Alalehzamini Autonomous Republic. Zoroaster is located on the west bank of the White Elwynn. Across the river lies Kingsgate, the capital of the Sovereign Confederation. As such, Zoroaster is, thanks to the free movement of the Raspur Pact, somewhat integrated with the Kingsgate metropolitan region in terms of mass transit. Within Elwynn Proper, however, Zoroaster remains a bailiwick. It borders Shurim in the north, Lake Camel in the south, and Nauron Inna in the north-west.

Babkhi Orthodox believers tend to hold that the city was named after the Prophet Zarathustra (Zoroaster in Greek, Zartosht in Babkhi), but Cedrists claim that the city was named after Duke Zarathustra Erutirn of Goldshire

Zoroaster is famous for its statue of Kaiser Mo'll (Ryabin Merkayastreb; reigned 1610–1613). The inscription of the statue reads in Elw: "Friend, Brother, Leader". The statue faces Kingsgate, in the former Goldshire where the kaiser was also duke until his death in 1614.

Population 1,599,019. Its Babkhi and Elw speakers are somewhat evenly sized (circa 40% each). These two languages are the official languages of Zoroaster, with Præta and Istvanistani being the largest spoken other languages.
