WATER SECURITY AND CONSERVATION ACT, 1718

BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Federal Assembly, in this present session assembled, and by the authority of the same, as follows:-

PART I
GENERAL PROVISIONS.

Article 1: Short Title.

  1. This act shall be known as the Water Security and Conservation Act, 1718.

Article 2: Findings.

  1. The Federal Assembly of Nouvelle Alexandrie finds that:
    1. Nouvelle Alexandrie is projected to face severe water scarcity that will severely impact its people, businesses, and environment.
    2. Nouvelle Alexandrie's rapid population growth, especially in arid areas, has put significant pressure on existing water resources.
    3. Nouvelle Alexandrie's increasing demand for water in agriculture and manufacturing has further exacerbated water scarcity, resulting in the over-extraction of groundwater, depleting water resources at an unsustainable rate.

PART II
INVESTMENTS IN WATER DESALINATION TECHNOLOGY AND INFRASTRUCTURE.

Article 4: Investments in Water Desalination Technology and Infrastructure.

  1. The federal government of Nouvelle Alexandrie shall allocate funds to invest in desalination technology and infrastructure to increase the capacity of water resources.
  2. The funds shall be used to:
    1. build new desalination plants across the country;
    2. upgrade existing desalination plants to improve their efficiency and capacity;
    3. research and development of new desalination technologies to improve efficiency, reduce costs, and minimize environmental impact; and
    4. improve water transport and storage infrastructure to ensure efficient distribution of desalinated water.
  3. The federal government of Nouvelle Alexandrie shall ensure that desalination plants are constructed in areas with sufficient access to seawater to avoid over-extraction of freshwater from existing sources.
  4. The federal government of Nouvelle Alexandrie shall prioritize the use of renewable energy sources in powering desalination plants to reduce the carbon footprint of the process and minimize dependence on fossil fuels.
  5. The federal government of Nouvelle Alexandrie shall invest in water conservation programs and public education campaigns to raise awareness about the importance of water conservation, and to encourage citizens and businesses to adopt more water-efficient practices.
  6. The federal government of Nouvelle Alexandrie shall implement policies and regulations to ensure that industries and businesses using desalinated water are doing so in a sustainable manner, with appropriate water treatment and recycling processes in place to minimize waste and pollution.
  7. The federal government of Nouvelle Alexandrie shall monitor and regulate the discharge of brine and other byproducts from desalination plants to ensure that they are not harming marine ecosystems or causing environmental damage.
    1. In the event that desalination plants are found to be causing harm to marine ecosystems, the government shall take appropriate measures to mitigate the damage, such as installing intake and discharge systems that minimize harm to marine life or implementing additional treatment processes to remove harmful pollutants before discharge.
    2. The government shall work with local communities and stakeholders to ensure that desalination projects are developed in an inclusive and participatory manner, with input from affected communities taken into account in decision-making processes.
    3. The government shall establish a system for ongoing monitoring and evaluation of desalination projects, to ensure that they are meeting their intended goals and to identify areas for improvement or course-correction as needed.
    4. The government shall work to develop partnerships with international organizations, research institutions, and private sector actors to share knowledge and expertise, and to leverage external resources to support desalination projects and related initiatives.

Article 5: Incentives.

  1. The federal government of Nouvelle Alexandrie shall provide incentives to encourage the private sector to invest in desalination technology and infrastructure.
  2. The incentives shall include:
    1. tax credits for businesses that invest in desalination technology and infrastructure;
    2. grants to businesses and research institutions that develop innovative desalination technologies;
    3. low-interest loans for businesses that invest in desalination technology and infrastructure; and
    4. other incentives as deemed appropriate by the government.

Article 6: Reporting and Evaluation.

  1. The federal government of Nouvelle Alexandrie shall provide an annual report to the legislature on the progress of desalination investments and the impact on water security and conservation.
  2. The report shall include:
    1. an assessment of the effectiveness of desalination investments;
    2. an analysis of the impact of desalination on water availability and quality; and
    3. recommendations for future investments and improvements.

PART III
WATER CONSERVATION PROGRAMS.

Article 7: National Water Conservation Programs.

  1. The federal government of Nouvelle Alexandrie shall establish national water conservation programs in coordination with regional and local governments. These programs shall include, but not be limited to:
    1. Public education and outreach campaigns to promote water conservation practices and techniques.
    2. Water conservation programs for residential, commercial, and industrial users.
    3. Technical assistance to regional and local governments for the implementation of water conservation programs.
    4. Establishment of regional and local water conservation committees to coordinate conservation efforts.
    5. Development and implementation of water conservation plans by regional and local governments.

Article 8: Funding.

  1. The federal government shall provide matching funds to regional and local governments for the purpose of funding water infrastructure investments and water conservation projects.
  2. Regional and local governments are eligible for matching funds if they have established a water conservation plan and demonstrated a commitment to water conservation.
  3. Regional and local governments must submit an application to the federal government demonstrating their need for matching funds and outlining their proposed water infrastructure investments and/or water conservation projects.
  4. The federal government shall allocate matching funds based on the needs of the regional and local governments and the availability of funds.
  5. Matching funds shall be used for water infrastructure investments and/or water conservation projects.

Article 9: Reporting.

  1. Regional and local governments receiving matching funds shall submit reports to the federal government on the progress and effectiveness of their water conservation plans and projects.

PART IV
APPROPRIATIONS.

Article 10: Appropriations.

  1. The sum of €‎20,000,000,000 is hereby authorized to be appropriated as may be necessary for the implementation of this Act.

PART V.
'CLOSING PROVISIONS.

Article 11: Closing Provisions.

  1. This act shall apply to all of the Federation of Nouvelle Alexandrie.
  2. This act shall not become law unless it has been given Royal Assent.
  3. This act shall be published and made publicly available.
  4. If any provision of this act, or the application thereof to any person or circumstance, is held invalid, the remainder of the act, and the application of such provision to other persons or circumstances, shall not be affected thereby.
