The Water Crisis
1 FIRST ARTICLE
This document shall be cited in all purposes as “The Water Crisis Joint Department Order 1719.”
2 SECOND ARTICLE
(1) The Council of State has taken note of the emerging water crisis within the Federation, as well as the Water Security and Conservation Act, 1718 and other related laws.
(2) There is hereby created a Water Crisis Committee under the Council of State. The President of the Government shall serve as its Chair. Department of Energy and Environment Secretary Aryeztur Mejorkhor shall serve as Vice Chair.
The Members of the Committee are:
- Department of Interior and Department of Housing and Urban Development Secretary Deputy Gerhardt Eugen Seydlitz (FHP, Isles of Caputia),
- Department of Defense Secretary Deputy Felipe de Almagro,
- Department of National Solidarity Secretary His Grace the Duke of Salcedo, Rawa Vilca (FHP, Wechua Nation),
- Department of Education, Culture and Sports Secretary Deputy Emilio Acaran (FHP, Wechua Nation),
- Department of Civil Works and Transportation Secretary Deputy Suri Choque (FHP, Wechua Nation),
- Department of Research and Development Secretary Deputy Mayua Cusi Ccora (FHP, Wechua Nation),
- Department of Labor Secretary Deputy Kukuyu Huanca Malqui (FHP, Wechua Nation),
- Department for National Mobilisation Secretary Deputy Maximilian de Almagro (FHP, New Luthoria),
- Department of Trade & Industry Secretary Deputy Ryan Saunders (FHP, Alduria)
- Administrator of the Federal Emergency and Disaster Management Administration
- Senior staff official of the Federal Emergency Management Council
(3) All local governments within the definition of the Regional and Local Government Organization Act, 1699 are directed to create their own respective Water Crisis Committees and coordinate efforts accordingly. Water Crisis Committees shall meet at least once a month, and shall send monthly reports to their superior Water Crisis Committees, as well as to the National Water Crisis Committee on their efforts.
(4) An Information and Education Subcommittee is created, with Department of National Solidarity Secretary His Grace the Duke of Salcedo, Rawa Vilca as Chair and Department of Education, Culture and Sports Secretary Deputy Emilio Acaran as Vice Chair. They shall provide information and education support on efforts of the national and local water crisis committees, as well as messaging on the importance of water conservation and responsible water use. Department Secretaries shall issue regulations to govern their respective Departments and constituents in this regard.
(5) The Department of Civil Works and Transportation shall issue recommended guidelines on the establishment of rainwater collectors. In accordance with Article IV, Section 2 of the Housing and Urban Development Act, 1715, the Secretary of Housing and Urban Development will pay out from the Social Housing Fund to assist private individuals in the construction and installation of rainwater harvesting facilities in buildings erected prior to the enactment of this Act.
(6) The Department of Civil Works and Transportation shall prioritize planning and construction of
- new desalination plants across the country;
- upgrade existing desalination plants to improve their efficiency and capacity;
(7) The Department of Research and Development and Department of Energy and Environment shall prioritize research and development of new desalination technologies to improve efficiency, reduce costs, and minimize environmental impact;
(8) The Department of Civil Works and Transportation as well as all local governments shall improve water transport and storage infrastructure to ensure efficient distribution of desalinated water.
(9) All organizations and all individual households are encouraged to store water for their own use.
(10) This Department Order shall take effect on its approval.
