The Union Council of Commissars, between 1683 and 1684 AN briefly known as the Confederation Council of Commissars of the USSO, acts as the highest executive and administrative body of the Confederation of States around the Sovereign Oceans, being responsible for issuing decisions and orders on the basis and in pursuance of the treaties in operation. They also need to supervise the execution of those decisions. The Council is headed by the Chairman of the USSO and has a number of Commissars which are responsible for their own department.

Chairman of the Union

The Chairman of the Union was, until the treaty reform in 1674 AN, an elected official who was voted into office for a number of five years. Kan Zen, successfully ran for office unopposed for more than twenty years, making her the longest serving Chairman in the Union's history. Since 1675 AN, presidency rotates between member states. Since 1683 AN the office became the most important one within the Confederation, as the Chairman acts as head of state of the constituent states.

He's the figurehead of the Union, and presides the Political Consultative Committee in that capacity. He's also responsible for the diplomacy of the Union with foreign powers while coordinating the Union States' individual diplomatic efforts.

Commissars

The Commissar of Trade is responsible for the Common Market and coordination of economic efforts of the Union States.

The Commissar of Cultural Affairs is responsible for coordinating and stimulating cultural projects within the Union.

The Commissar of Union Defence & Security is responsible for the defence of the Union and coordination of Union armed forces. He presides the Joint Command.
