The Alexandrian Question is a report authored by Jean Michel Leclerc aimed at bringing about electoral reform in the Empire of the Alexandrians.

What the report says

Introduction Alexandra is suffocating under a great cloud of noxious inactivity. A country that is, by most micronational standards, a success story, currently finds itself in the embrace of crippling dormancy. What can be perceived as a central inactivity is spreading like a cancer to other elements of the Empire. Inactivity ultimately breeds inactivity.

Electoral System The current electoral system — a first past the post system — whereby each province (or constituency) has one representative in parliament, as elected by that constituency’s residents, is failing to provide potent governments. The failure to provide a potent central government subsequently leads to inactivity within the wider populous — the main reason being that in an environment where politicking is paramount, there is very little inspiration for informed discourse.

In addition to this, the governments have, in previous sessions, been discussing the possibility of the overseas colonies being given the right to provincehood. I think that such a decision by the government or the Emperor would be a mistake for the governance of this country as it would dilute the government’s potency further.

I feel that a system of proportional representation would be more practical for the Empire. Two weeks prior to the start of any election, the returning officer should compile an electoral register. This register’s final compilation will be governed by a set deadline. The number of citizens adding themselves to the electoral register will form the basis of how many seats will be available, that session, in the Imperial Parliament. The formula is as follows:
