A communist micronation, Rulczentia was formed by the merger of Rulak and Rozcentia.

Rozcentia, which had originally been a breakaway state of Peter Hickey's Rocentia, was in the middle of a war against invaders who wished to create their own state. Rulak was ruled by Thomas Hubert, ardent micronationalist. The merger took some of the heat off of the Rozcentian section of the country, and the invaders were soon driven off.

Gennady Titov was Vice President of the united country. When Hubert left the country, the Rulakian portion was overrun by forces of at least half-a-dozen different countries who wished to revenge themselves on Hubert, who'd left by then anyway.

Titov attempted to rebuild the nation, with little success. Titov's communist credentials were questioned by those who saw him as a Jacobist stalking-horse, and his moderate credentials were discedited by his on-again, off-again nature.

Rulzcentia was then taken over by Orion, who had joined the nation in an attempt to preserve some portion of it. He immediately settled the Rocentian dispute with Cyberia by relinquishing claims to that nation. The remaining Rulak and Umoja were then combined into a restored People's United Republic, a nation which had also been founded by Thomas Hubert but subsequently died.

The People's United Republic existed for a short time before joining forces with the People's Democracy of Rasperia, led by Dafydd Young. The merger between Rulak, Umoja and Rasperia formed the basis of the Proletarian Democratic Union, the predecessor to Baracáo. Although Proletaria later died, it did serve to bring the original Baracáoan community together.

Proletaria, and ultimately the lands comprising Rulak, Umoja and Rasperia, were eventually annexed to the Kingdom of Babkha when Orion joined that nation in 2003. The lands would later become the Palastina Islands.

History and Parody

Several prominent Cyberians (VCC) had left the country with the intent to found a paradise. They decided to do this in the form of an invasion of a "terrible, repressive Communist state".

Knowing the mindset of the individuals at that time, some of us wondered what the "terrible oppressors" might be like. As the "liberators" were using extremely advanced weaponry, it was obvious that the target of there aggression were most likely sleepy agrarian collectivists, sort of "Tito Goes Caribbean". Thus was born the Peoples Democratic Republic of Roczentia (Or Rozcentia. No one could remember how to spell it).

Quote: Today three ships of the so-called FREF returned to port in Southaven. Hundreds of Cyberian volunteers who had gone to fight for "freedom" in Rocentia returned. Many kissed the ground when they got off the ships.

"You have no idea what it's like over there,"said one grizzled sailor. "We went to fight for freedom, but we were fooled."

"The only freedom that task force fought for was freedom for H----- to become a king," interjected another sailor, an officer by his uniform.

"The Rocentian people were leading a decent life. Then some greedy Cyberian arms merchants saw a chance to start their own little world, free from the restraints of the Cyberian Constitution."

"It was horrible, Rocentians screaming in agony as our ships pounded their peaceful villages into rubble. My crew and I couldn't stand it. When Admiral Thacker left the task force, we mutinied, rescued as many Rocentians as we could, and turned for home."

"We met a squandron of DSSI ships returning to Cyberia, and followed them in to port."

A captain of the DSSI shipping company said,"The last thing we expected was to have to use our particle anti-aircraft weapons against Cyberian pilots on our way home."

"At least they were TDI aircraft", laughed another company officer. "They ran like bunnies when we vaporized their drop tanks. Thank goodness we didn't have to hurt any of the pilots."

"Hurt them! I'll hurt them!" exclaimed a Rocentian officer. "They burned my village and killed my donkey! Wait until I get home!"

Jacobus Imperator was in Sothhaven to dedicate the new DSSI HQ building. His meeting with the non-violent Front for an Autonomous Lasteria was cut short by the drama of the returning FREF vessels.

"This is a matter for the Federal Government", Imperator was quoted as saying. "Of course, we will open the company coffers to help the victims find food and shelter during this holiday season.
