Royal Decrees (Nordia)

Within the Holy Kingdom of Nordia, Royal Decrees are ordinances and laws passed by the King of Nordia to govern the realm. Such legislation is validated at the whim of the King and serves to govern the nation either in partial or in the entirety. A Royal Decree can only be struck down if the Heavenly Emissary of Nordia moves to block it (which can only be done if the proposed law contradicts religious teachings), in which case, the King must stand before the Final Council and justify their decision. If they can successfully argue their case, the decree may remain, but if the council agrees with the Emissary, the decree will be revoked and the King will either be required to scrap the law or revise it so that it passes the approval of the council.
