The Royal Chancellor, The Duke of Montin, hereby makes the annexed Regulations permitting provision of salary to Civil Servants.
Definitions
For the purposes of this Regulation, the following definitions are made:
- “Civil Servant” is defined as any employee of His Royal Majesty's Office, the Royal Chancellery, the Ministries of State, the Vice-Ministries of State, the Royal Armed Forces, the Royal Security Police Service, the Royal Bank of Commerce and any other Royal Government agency or office so designated by Order.
- “Order” is defined as an order of the Royal Chancellor, effective from the time of publication in the gazette of Public Records Office or via the Government Notices forum at the national discussion forums.
Entitled to Receive Salary
1. All Civil Servants shall be entitled to receive a salary, the amount of which for shall be designated by order, in exchange for their service to the Royal Government.
Determination of Salary Rates
2. The salaried rate for each civil service position shall be proclaimed as a monthly value and subject to review by the Royal Chancellery on an annual basis.
3. The review of salaries shall be conducted every year on March 1, with changes to be proclaimed effective April 1 of the same year.
4. The designated salaries for all civil service positions shall be published in the gazette of the Public Records Office or via the Government Notices forum at the national discussion forums no later than April 14 of each year, regardless of whether the designated salary for a position has changed or not.
5. The designated salaries effective from the proclamation of this Regulation until March 31, 2013, shall be as indicated in Schedule 'A'.
Entitled Salary Amount
6. A Civil Servant serving the duration of an entire month in the designated position shall be entitled to receive the full monthly salary so designated for that position.
7. Where a Civil Servant does not serve the duration of an entire month in the designated position, the Civil Servant shall receive a prorated salary for that month, based on the number of days served in the position, with the monthly salary being prorated to a daily-equivalent value by being divided by 30.5.
Provision of Salary
8. A Civil Servant entitled to receive a salary shall be required to maintain a user account on the national discussion forums.
9. A Civil Servant shall receive his entitled salary via the “Shop Mod” function of the national discussion forums, with the entitlement being deposited to his/her Royal Bank of Commerce account operated via that function.
10. Salary entitlements shall be deposited to a Civil Servant's Royal Bank of Commerce account on a monthly basis, in the last week of each month, unless otherwise ordered by the Royal Chancellor due to exceptional circumstances.
11. All salary entitlements shall be distributed in Gotzborg Thalers (GTh).
12. A Civil Servant who believes that he is entitled to a salary but has not received such shall advise the Royal Chancellery forthwith of the matter for investigation and, where deemed appropriate, rectification.
Holding Multiple Salaried Positions
13. A Civil Servant holding more than one salaried position shall be entitled to receive the full salary of the highest salaried position held, plus one-half of the salary of the second-highest salaried position held. No salary shall be provided for any remaining positions held.
Designation of Responsibility
14. The Royal Chancellor may, through Order, designate responsibility for the performance and enforcement of certain matters within this Regulation to the Minister-of-State, Home Office, or a lesser official of the Home Office where he deems appropriate.
