Palesmenian Defense Force/Contingency Orders

The Contingency Orders of the Palesmenian Defense Force is a group of civic and military orders to carry out certain protocols in the event of certain risk situations. Minimum risks are known as Code Yellows (ie Crop Failures, Oil Spills), Serious risks are known as Code Reds (ie War, Mass Illness/Famine), and Heavy Risks are labeled as Code Blues (societal collapse, complete economic ruin). On several notes, the term "Outlanders", is to simply refer to PDF troops outside of the contingency zone. The term "Societal Collapse" refers to a large area falling into rebellion and/or banditry.

Póretsá #1 Code Yellow Regional Famine Food reserves are brought to affected areas, locals to be treated for food illnesses, National Guard troops to guard area, Outlanders may proceed to checkpoints as needed.
Máseriná #2 Code Red Foreign Invasion Infrastructure to be cut to affected occupied areas. Relief will be dropped via airplanes. Areas surrounding contingency zones to be under martial law and civic lockdown. Outlanders will be funneled into the contingency zones as needed
Vésteka #3 Code Yellow Oil Spill Emergency cleanup crew to be dispatched to contingency area. Damage to be scaled upon the UMÁ scale.
Pósnaka #4 Code Red Mass Economic Failure All foreign spending to be suspended, all foreign credit to be seized, economic plans to be instituted.
Sárkiserán Míkredal #5 Code Blue Forceful disbandment of Nadcrasi After peaceful resolutions failed, troops will enter the hall. Outlanders are to wait for further orders. Representatives are to be escorted out of the area. If resistance is shown, then force may be used if high commander sees fit. Barricades are to be established on the roads around the roads leading to the building along with Outlander checkpoints.
Mésiráy #6 Absolute Code Blue Mass Societal Collapse Mass civic lockdown and marshal law to be instituted in area. Contingent troops to forcefully enforce policies put in place. Outlander checkpoints will be created every 10 km from the zone upwards of 100 km. If mass resistance, civilians are to be rounded up and transported to an alternate habitation facility selected by high commander. Settlements to be locked down. Communication radio silence to be maintained in high risk areas to prevent further resistance action. Aerial strikes employed if needed. Land troopers and armed vehicles funneled in as needed. Outlanders may proceed to checkpoint if given permission.

Trivia

  • Trainees in Contingency Brigades are required to read and commentate on Order #6, as well as to complete a digital simulation of said order. If the cadet is shown to show any form of weakness or hesitation in giving these orders, they are to be moved back to general troop command. This is to insure only the most committed troops will stay.
  • Order #6 has only even thought of being deployed once. This was during The Canopy Offensive in Kándar. However, mass artillery shelling of enemy positions in the hills around the city led to the order never being commenced.
