Pachadsberg Accord
The Pachadsberg Accord between the Garden of Kalgachia and Benacia Command, negotiated in the mountain resort from whence the name of the accord derives, covered various industrial and technological exchanges alongside formally acceding to hitherto denied requests by the Raspur Pact for the procurement of additional explicitly military hardware. These latter provisions being granted in return for the strategic resources required by the Kalgachi state to further the "deepening" of certain long-cherished special projects.
Whilst harbouring a healthy suspicion of part played by the Raspur Pact in the creation of the so-called Vulture States, the Kalgachi "Deep State" had long hitherto come to the conclusion that even this undesirable hegemony, manifested most plainly in the human-supremacist regime next-door, was preferable to any alternative new order for the continent that a Batavian imperialist with a lunatic impulse towards fostering a single-handed Vanic revival might put into effect. As such, no-matter how much the first and almost overriding impulse of the membership of the post-Yastrebian Council of Perfecti was to dig ever deeper into the lithosphere to escape the madness that pervades the surface world, their sense of moral obligation to the surface and near-surface dwelling citizenry of the Garden, who remained tethered to the Benacian realm that had been their rock and refuge in ages past, compelled them to make the vast cavernous foundries and factories of their mountain realm available as an arsenal for the defence of Benacian identity.
