The Lord Protector, known by his Wechua name "Apu Kalanayak", is the Cortes Federales' equivalent of Blackrod *(UK, Commonwealth) or the Sergeant-At-Arms (U.S). The copper-headed star mace has not been given a name. It is a historical artifact owned by H.M. the King, but usually displayed at the Museum of Wechua Antiquities in Parap in a perpetual display "lease". Its significance is due to its age. It has been put through scientific analysis and careful carbon dating by scientists and it dates to the ancient era of Keltia where Southeastern Keltia was dominated by the ancestor of Alexandria - Madland. And after the collapse of Madland and the continued era of warlordism in the Wechua Nation, the mace later passed to Hamland, which later became Caputia. It was in Hamland that the historic nature of this mace was discovered. It had been a prominent weapon passed through the ages onto the hands of tribal Wechua leaders, confirming their status as leaders of the Nation. When the Wechua Nation first gained its independence, as a mark of friendship, Caputia returned the Mace to the Wechua Nation in what was a deeply meaningful moment for the Wechua people. When the mace is removed from the table, the Cortes have either adjourned, recessed, prorogued, or been resolved into Plenary. Before the reigning monarch or one of his or her representatives may enter the Cortes, the mace must be completely hidden from view. She was recognized by her peers at the Association of Local Elections Managers in 1693, with the Pride In Democracy Prize. My Lords, and Deputies of the Federal Assembly,
It is with great honor that I open this First Session of the Cortes Federales.
Our constitutional arrangements and our new customs are now established. Together, we shall build upon them.
My Government's priority is to ensure the defense, security, and prosperity of the Federation. To this end my ministers have formed a government of national unity to bring together all the talents of the realm in service of our national community.
My Government will take active measures to bring public lands into private ownership, with an emphasis towards generating opportunities for individual families to smallholders and stakeholders in the agricultural development of our frontier states.
My Government will impose a six year moratorium on all further territorial expansion in order to facilitate the consolidation and lawful incorporation of those territories recently brought into the Federation.
My Government will present legislation for the bringing of the Cortes Federales into the regular constitutional order on a statutory basis that is in accordance with the Proclamation of Punta Santiago. My Government will present legislation before the Cortes Federales for the codification of the present arrangements concerning the discipline, organization, and hierarchy of the Federal Forces.
My Government will present the Cortes Federales with proposals for the expansion of the Federal Navy from its present strength of two-hundred and twenty-three vessels to four-hundred and sixty-one vessels, including coastguard vessels, auxiliary vessels, and submarines.
My Government will tighten regulation of the oil and natural gas industries to prevent any future environmental incidents such as have recently blighted the coast of Alduria. The governance of publicly owned and operated corporations shall be reviewed to prevent any future deceptions or attempted abuses of the public trust.
My Government will put forward proposals for the expansion of our public transportation infrastructure as part of a renewed commitment to the New Prosperity Plan.
My Government shall invest heavily in the creation of a single payer healthcare system that is affordable, sustainable, and driven by the contributions of its citizens, without coercion or undue favor vested interests in the healthcare industry sector.
My Government will pursue a prudent and sustainable policy of financial regulation, that protects small investors, upholds moral hazard, and discourages reckless speculation.
Members of the Cortes Federales, estimates for the public services will be laid before you.
My Lords and Deputies of the Federal Assembly, other measures will be laid before you.
