The Kehl is the legislative and judicial branch of the Duchy of Brookshire. The chamber has its origins in 1546, when the Charter of Brookshire was approved by the then Duke of Brookshire. The Kehl meets sporadically in Maltenstein and was originally only open to the Barons of Brookshire.
The Marquess of Goldshire was ex officio the chairman of the Kehl until the outbreak of the Kalirion Fracture. Since then, the chairmanship has been held by the longest-serving member of the nobility.
Under the reforms introduced in 1680 by Kaiseress Salome (then Duchess of Brookshire) to 48 members: 24 persons of noble stock, 12 persons of merit from the burghs, and 12 persons of merit from the hinterlands.
