The integration of Walstadt and Light into the Aemilian Federation refers to the process that started after the signing of the Treaty of Sankt Rosa which saw the annexation of the Natopian demesne of Whales by the Aemilian Federation. The process, which would lay the framework for the new jurisdiction of Walstadt and Light, was overseen by Dolores Einhorn, who would also become regentess of Walstadt. The following points were considered the most important:

  • Making sure that the emigration of people who preferred to live in Natopia, as well as the immigration of people returning from the Saxon diaspora would progress without injuring the rights of anyone involved.
  • Removing feudal structures from the political fabric of Walstadt and Light so that the people of the jurisdiction could live in freedom.
  • Integrating the economy of the jurisdiction into that of the Aemilian Federation, and building the physical infrastructure to make this possible.
  • Make space for healing, for those that were distressed by the sudden political changes.

Immigration and emigration

In the days after the treaty was signed, Aemilian authorities noticed that a lot of fear existed among minorities like the Sangunese and Safir in Walstadt and whether their rights would be respected. The authorities tried to alleviate these fears but a significant amount of people still wanted to leave, and the authorities decided to facilitate this. Fair prices were offered for homes that were abandoned, so that emigrants would have the funds to continue their lives in their new chosen homeland. Where possible, authorities also helped with transporting personal belongings to the new homeland and held on to the homes for a few months before selling them on so that these personal belongings could be collected later. For the significant Saxon influx of people new homes were built. As the authorities wanted to prevent the growth of ghost towns, these were built scattered over the jurisdiction and people were stimulated to settle spread all over the jurisdiction.

Removal of feudal structures

The former Principality of Whales consisted of lordships, in which the inhabitants were de jure not free to move to another lordship without the permission of their lord. While this was often seen as a formality, it did allow for exploitation of the lord's subjects. One of the first decisions made by the regentess was to do away with these feudal structures and give the citizens of Walstadt and Light their human dignity back. Instead, for local government the national system of the Aemilian Federation was followed, where the jurisdiction is divided into cities and their countrysides which were governed by a senate, elected by all citizens. The lords were not reimbursed for any losses, as the institution that they had maintained for decades was considered to be unjust, and only allowed to keep their manors with one hectare of land. Sole exception was the lordship of Penguinfels, which was governed by lich-adept Mina Penguinwaffels on the condition that she would not rule over living human beings, only the undead and the magical, and that the lordship could only be inherited by other liches.
