A Decree from Her Imperial Magnificence

Salome, through the intercessions of Divine Providence, Kaiseress of Shireroth,

Queen of Ransenar, Queen and Exarch of Chryse, Rani of Tas Neemia, Emira of Sathrati, Sardar of Talenore, Princess of Hurmu, Princess among the Lakes, Duchess of Brookshire, Duchess of the Guttuli, Duchess of Chestnut, Duchess of New Aquitane, Marchioness of Zy-Rodun, Khanum of Caer Lum'ruush, Countess of Upper Macon, Countess of Andiopolis, Countess of Dracoheim, Countess of Istvan, Baroness of Port Mills, Lady of Zauberförde/Senkyōwan, Lady in Jorvik, Progeny of the Once-Living God, Scion of the King of Kings, Thane of the Shirelands, Keeper of the Apollo Legacy, Grand Master of the Orders of the Dragon, of Griffin, of Phoenix, and of Chimera, Sovereign of the Golden Mango Throne, Lord Mayor of the City of Vladagrad,

announcing for the sake of all Shireroth that,

As community service workers that fell under the criteria set out by Our decree on protected status in the Lower Elwynn have been under rehabilitation and evaluation to determine their ultimate loyalty to Us and their prospective safety to the community,

The following has been offered as a sign of Our mercy:

  1. Protected persons, who had been captured during Our reassertion of Imperium over the Guttuli and who have demonstrated a loyalty to Us and Our Authority over the Guttuli and have been evaluated to be worthy to be entrusted back to their communities, shall be separated from the community service worker population.
  2. These persons, once they have given their parole to Us and to Our lawful authorities in the Guttuli, shall be remitted to the estates in which they had been registered to dwell before their capture. Each estate in the Guttuli shall establish an agency to oversee their material needs and their productive labor. They shall have freedom of movement from dawn to dusk outside of their service work to the community, but must remain in their designated dwellings otherwise lest their parole be revoked.
  3. Those protected persons not deemed worthy of trust, or those who have had their parole revoked, shall remain in protective custody under the authority of the Lord Lieutenant and kept separate from the regular population.
