Higashinouramachi (Japanese: 東浦町, Higashinouramachi; Ainu: ピラコタン Pirakotan) is a coastal city located on Hirakotan Island (Japanese: 平古丹島, Hirakotan-tō) within the Koshimeguri Islands. As of the most recent census, the city has a population of approximately 75,424 inhabitants.
The city is primarily known for its casinos, trade, and tourism. With its colorful houses, relatively large entertainment venues, and the famous natural viewpoint of Elwynn Rock, Higashinouramachi has developed into one of the cultural and leisure centers of the island chain.
Geography
Higashinouramachi is situated on the northeastern coast of Hirakotan Island, one of the largest islands in the Koshimeguri group. The terrain is characterized by rocky cliffs, small sandy beaches, and urbanized lowlands that stretch along the bay area. The most notable natural landmark is Elwynn Rock, a large cliff formation overlooking the sea, from which panoramic views of the city and its surroundings can be observed.

The city has a population of 75,424, of which approximately 17,000 are members of the Sapak minority. The Sapak community refers to the city by the name Pirakotan, and continues to preserve its own cultural traditions, language, and festivals alongside the dominant Sanpanese culture.
