Heritage Reconstruction Initiative
The Heritage Reconstruction Initiative is a military infrastructure and civil defense program launched by the National Salvation Council in I.1745 AN to restore and modernize ancient Babkhan military ziggurats (MilZigs) throughout Oportia and southern Eura for contemporary defensive purposes. Announced as part of the "Four Pillars" policy's national security component, the initiative aims to convert pre-Babkhan Holocaust fortified structures into updated, modern military installations and civil defense centers while preserving their historical significance.
The program targets approximately 17 documented MilZig sites across Oportian territory, ranging from partially intact defensive complexes to heavily damaged archaeological remains dating from the classical Babkhan period, with plans to retrofit them with modern communications equipment, observation posts, and emergency shelters. Initial funding of 2.3 billion Oportian Mérite was allocated through Emergency Decree No. 78, though financial constraints have led to a phased implementation approach focusing on twelve strategically located priority sites.
The project operates under the Department of National Defense in coordination with the Coastal Defense Command, which views the restored ziggurats as valuable elevated observation and communication posts for border security and early warning systems. Despite budgetary limitations that have delayed several planned restorations, the initiative has been promoted by the National Salvation Council as a cost-effective method of strengthening national defense infrastructure while honoring Oportia's military heritage and providing employment for construction workers and military engineers.
