Healthcare in Sanama

Since government reform began in 1709, primary healthcare has been the responsibility of the municipalities of Sanama. With the reform being implemented on top of an existing privatised healthcare system, the municipalities mostly took responsibility for ensuring access and coverage of primary healthcare providers, including non-emergency dental care. Depending on political leadership, urbanisation and other factors, municipalities would establish publicly owned healthcare providers to supplement the existing private system. With the single-payer healthcare insurance being managed nationally, municipalities relied on reimbursement to run public clinics. The people's republics assumed responsibility for emergency, in-patient and advanced healthcare according to a similar model. Only a small number of providers are publicly owned as of 1713, with most providers being managed by non-profit foundations and cooperatives. It is common for healthcare providers to be non-profit foundations created by local governments together with the people's republic, unions, patients' organisations and other stakeholders. National legislation prevent profits from healthcare providers being distributed to owners, and limited liability companies are banned from operating healthcare facilities.
