An Act for the general display of the National Flag of the Royal Kingdom of Gotzborg.

Whereas Gotzborg flag etiquette is very important so that citizens do not disgrace or disrespect their national symbol and so that a foreign flag flown in Gotzborg will not be disrespected by flying it the wrong way.

Be it decreed by His Royal Majesty, King August Charles II, by and with the advice and consent of the Government and Peoples of Gotzborg, in this Chamber of Deputies here assembled, and by the authority of the same, as follows:

Short Title

1. This Act may be cited as the Flag Etiquette Act.

Interpretation

2. This Act shall be read as written.

Gotzborg Flag Etiquette

3. Gotzborg Flag Etiquette shall be as follows:

  1. General Display of the Flag: It is the universal custom to display the flag only from sunrise to sunset on buildings and on stationary flagstaffs in the open. However, when a patriotic effect is desired, the flag may be displayed twenty-four hours a day if properly illuminated during the hours of darkness.
  2. Dignity of the Flag: The National Flag of Gotzborg should be displayed only in a manner befitting this important national symbol. It should not be subjected to indignity or displayed in a position inferior to any other flag or ensign. The National Flag always takes precedence over all other national flags when flown in Gotzborg. The only flags to which precedence is given over the National Flag are the personal standard of members of the Royal Family.
  3. Order Of Precedence:
    1. The National flag of Gotzborg, (His Royal Majesty’s Flag, the standards of members of the Royal Families as well as the standard of the Royal Chancellor - when assuming the duties of the representative of The King - take precedence over the National Flag of Gotzborg on the buildings where these dignitaries are in residence or where they are attending a function.
    2. The flags of the Royal Colonies and other Possessions of Gotzborg (in alphabetical order)
    3. The flags of municipalities/Cities
    4. Banner of organizations
  4. Displaying the Flag: The National Flag shall be flown at all Government buildings, military bases and establishments within and outside Gotzborg.
    1. The National Flag of Gotzborg may be displayed as follows:
    2. When the Gotzborg National Flag is flown alone on top of, or in front of a building where there are two flagpoles, it should be flown on the flagpole to the left of the observer facing the flag.
    3. When the Gotzborg National Flag is flown alone on top of, or in front of, a building where there are more than two flagpoles, it should be flown as near as possible to the center.
    4. If hung horizontally, the upper part of the crown should be up and the eagles feet down. If hung vertically, the flag should be placed so that the upper part of the crown points to the left and the eagles feet to the right from the point of view of the observer facing the flag.
    5. No other flag or pennant should be placed above, or if on the same level, to the right of the flag of Gotzborg.
    6. When flags of provinces, cities, or localities, or pennants of societies are flown on the same halyard with the flag of Gotzborg, the Gotzborg flag takes precedence.
    7. When the flags are flown from adjacent staffs, the flag of Gotzborg should be hoisted first and lowered last. No such flag or pennant may be placed above the flag of Gotzborg or to the Gotzborger flag's right.
    8. The flag of Gotzborg, when it is displayed with another flag against a wall from crossed staffs, should be on the right, the flag's own right, and its staff, should be on the right, the flag's own right, and its staff should be in front of the staff of the other flag.
    9. When the National Flag of Gotzborg is displayed in a place of worship or on a speaker's platform, it should be against the wall, or on a flagpole on the left from the point of view of the congregation audience facing the celebrant or speaker.
    10. When used in the body of a place of worship or auditorium, the National Flag of Gotzborg should be to the left of the congregation or spectators facing the flag.
    11. When flags of two or more countries are displayed, they are to be flown from separate staffs of the same height. The flags should be of approximately equal size.
  5. Saluting the Flag: When a national flag is raised or lowered as part of a ceremony, or when it passes by in a parade or in review, all persons, except those in uniform, should face the flag and stand at attention. When not in uniform, a man should remove his hat. Those in uniform should give the military salute. The flag should be saluted at the moment it passes in a parade or in review.
  6. Display when flag is at Half-Staff: The flag, when flown at half-staff, should be first hoisted to the peak for an instant and then lowered to the half-staff position. The flag should be again raised to the peak before it is lowered for the day. By order of His Royal Majesty, Chancellor or the Home Office. In the event of the death of a present or former official of the government of any province, territory or possession of Gotzborg, the Governor of that province, territory or possession may proclaim that the National flag may be flown at half-staff.
