ORDER No. 1

Reorganizing the Department of the Interior

1 FIRST ARTICLE This document shall be cited in all purposes as “The Department of the Interior Reorganization Order 1696.”

2 SECOND ARTICLE (1) The Department of the Interior shall be composed of the Office of the Secretary and such other subordinate instrumentalities as provided in this Order and other related laws. Except as otherwise provided in this Order, all other employees of the Department of the Interior shall, unless otherwise provided by law, be appointed by the Secretary, and shall serve at the pleasure of the Secretary and at the confidence of the President of the Government.

(2) Immediately subordinate to the Office of the Secretary shall be, in order of seniority, the Undersecretary for Operations, the Undersecretary for Peace, Order and Internal Security, the Undersecretary for Local Governance, Undersecretary for Public Safety, Risk Resilience and Emergency Management, the Undersecretary for Administration, the Undersecretary for Finance, Budget, and Management, the Undersecretary for Information, Education, Communication and Community Relations.

(3) Undersecretaries and Assistant Secretaries are appointed by the President of the Government on the recommendation of the Secretary of the Department of the Interior.

(4) In the event of death, resignation, inability, or incapacity of the Secretary of the Department of the Interior, the foregoing undersecretaries in the aforesaid order of seniority, shall assume in an interim basis the powers and duties of the Office of the Secretary of the Department of the Interior concurrently with their present office, until such time that a new Secretary of the Department of the Interior shall have been appointed in accordance with law.

(5) Immediately subordinate to the respective Undersecretary shall be no more than five Assistant Secretaries, appointed by the President of the Government on the recommendation of the Secretary of the Department of the Interior, with such designation, duties and responsibilities as directed by the Secretary of the Department of the Interior.

(6) In the event of death, resignation, inability, or incapacity of an Undersecretary of the Department of the Interior, the foregoing Assistant Secretaries subordinate to said Undersecretary, by their seniority in appointment, shall assume in an interim basis the powers and duties of the Office of the respective Undersecretary, concurrently with their present office, until such time that a new Undersecretary of the Department of the Interior shall have been appointed in accordance with law.

(7) The Department shall have Regional Offices at regional capitals, and provincial and city or municipal offices as the Secretary shall provide.

(8) This Department Order shall take effect on its approval.
