The Council of the Twelve is a political body in Vales, vested with the executive power of the confederation. It also acts as collective head of state. It consists of three representatives from each lordship, selected at random from all citizens aged over 30. The citizens of a lordship can petition for the removal of one or several of their representatives, and if such a petition passes in a referendum, those representatives are automatically removed from office. Nine members of the council head executive departments of the confederal government, distributed among them by the council. The other three, all from different lordships, serve as councillors-at-large. Every six months, the position of chairperson of the council rotates between its members at random.
