Council of State of Talenore
The Council of State of Talenore (Babkhi: شورای ایالت تالنور, Shorā-ye Eyālat-e Talnûr) is the executive government of Talenore. The council is appointed by and chaired by the Governor General of Talenore. It consists of chancellors and ministers serving at the Governor General's pleasure, and who are not subject to removal by the National Consultative Assembly. The council is not a collegiate body, it is a council of advisers to the Governor General. All decisions of the Council of State must be signed by the Governor General to take effect, since the executive power is expressly vested in the Governor General, not the Council of State. However, all decrees issued by the Governor General must be discussed in the council before being issued. The Council of State is assisted by the Chancellery, divided into departments. The heads of the departments are titled chancellor, and any junior ministers in a department are called ministers. Minor issues within a department can be decided by its chancellor, while issues of policy and application of law shall be discussed and decided in the Council of State.
