Confederation Treaty
CONCERNING THE CONFEDERATION OF STATES AROUND THE SOVEREIGN OCEANS
The Member States, further called Members or Confederation States, affirm their desire for the further development of the Confederation of States around the Sovereign Oceans as Micrasian collective security based on the desire to protect ourselves against the danger of war and threats to the national security of the peaceable states; being desirous of further promoting and developing friendship, cooperation and mutual assistance in accordance with the principles of respect for the independence and sovereignty of states, have decided to conclude the present Confederation Treaty.
CHAPTER I: MEMBERSHIP TO THE CONFEDERATION
Article 1.
The CSSO recognizes three different kinds of Membership:
- Constituent Countries (Confederation States)
- Associate states: States which have requested and received approval to participate in one way or another with a project of the Confederation.
- Observer states: indicated interest in joining or participating in the Confederation.
Article 2.
- Constituent Countries - or Confederation States - hold all privileges and duties, as being agreed upon in the Confederation Treaty.
- New Members must be approved unanimously by all Confederation States during a special meeting of the Political Consultative Committee.
- To leave the Confederation, a one week notice in advance is made to the Political Consultative Committee.
- The process for leaving the Confederation shall include the reallocation and/or liquidation of investments in the Common Market of the Confederation State which seeks to leave, as well as the reallocation of any roles or responsibilities within Joint Command held by the Confederation State prior to its departure.
Article 3.
- Associate Members are allowed to send a representative to the Political Consultative Committee, but hold no voting power.
- Participation in a project (militarily, economically, cultural) must be approved by the Political Consultative Committee and involved Commissar.
Article 4.
- Observer States are allowed to send a representative to the Political Consultative Committee, but hold no voting power.
Article 5.
The Confederation of States around the Sovereign Oceans (CSSO), otherwise known as the Union of States around the Sovereign Oceans, is an organization, formed on the basis of the voluntary association:
- Jingdao
- The Bassarids
- Krasnocoria
- Palesmenia
- Ralgon
- Iron Cult of Leng
- Refliasia
- Leyl
Article 6.
The jurisdiction of the Confederation covers:
- Representation of the Confederation in international relations, conclusion and ratification of treaties with other states;
- Questions of war and peace;
- Admission of new states into the Confederation;
- Control over the observance of the Confederation Treaty and ensuring conformity of the laws and treaties of the Confederation States with the Confederation Treaty;
- Organization of the collective defense of the Confederation and direction of all the armed Confederation Forces;
- Organization of a uniform system of national economic statistics;
- Organization of a Common Market
- Rules on citizenship of the Confederation;
- Organization of projects concerning cultural cooperation.
Article 7
- Constituent Countries and Associate Members shall adopt for the purposes of trade within the CSSO, a unit of currency known as the Credit which shall derive its value from levels of investment in the Port of Vines or any market which may formally succeed it.
- Constituent Countries and Associate Members shall be represented within economic institutions maintained by alliance members, by Regional Investors, which shall retain the ability to invest in any brokerage featured on the Port of Vines or any market which may formally succeed it.
- Observer Members shall retain the ability to lobby the Political Consultative Committee for the right to obtain a Regional Investor, so as to invest, or to receive investment through the Port of Vines or any market which may formally succeed it.
CHAPTER II: Confederation COUNCIL
Article 8
The highest executive and administrative organ of the Confederation is the Confederation Council of Commissars (CCC).
Article 9
The Confederation Council Commissars issues decisions and orders on the basis and in pursuance of the treaties in operation, and supervises their execution.
Article 10
The Confederation Council is appointed by the Political Consultative Committee and consists of:
- The Chairman of the Confederation
- The Commissar of Trade
- The Commissar of Cultural Affairs
- The Commissar of Confederation Defense & Security
Article 11
- The position of Chairman shall serve for no more than 10 Norton Years.
- Other members of the Confederation Council are elected for a term of no more than 10 years.
Article 12
- The Chairman presides over the Political Consultative Committee and acts as figurehead of the Confederation.
- The Chairman is responsible for the diplomacy of the Confederation and coordination of diplomatic efforts of the Confederation States.
- The Chairman is responsible for bringing treaties with foreign nation to the attention of the Political Consultative Committee within a time frame of two months after the treaty is initially proposed.
Article 13
- The Commissar of Trade is responsible for the Common Market and coordination of economic efforts of the Confederation States.
Article 14
- The Commissar of Cultural Affairs is responsible for coordinating and stimulating cultural projects within the Confederation.
- The Commissar of Cultural Affairs is responsible for submitting applications for territorial expansions to the MCS council.
Article 15
- The Commissar of Confederation Defense & Security is responsible for the defense of the Confederation and coordination of Confederation armed forces.
- The Commissar is responsible and presides the Joint Command, which represents the primary defense force for all member states.
CHAPTER III: POLITICAL CONSULTATIVE COMMITTEE
Article 16
The Political Consultative Committee (Policon) represents each Confederation State Government.
Article 17
The Committee may set up such auxiliary bodies as may prove necessary.
Article 18
The Committee will hold a conference at the request of one or more representatives of the Member States.
Article 19
The Committee shall consist of at least one representative of each Member State.
CHAPTER IV: CONFEDERATION CITIZENSHIP
Article 20
- Confederation citizenship is hereby established. Every person holding the nationality of a Member State - and if not being convicted for treason - shall be a citizen of the Confederation.
- Citizenship of the Confederation shall be additional to and not replace national citizenship.
Article 21
Citizens of the Confederation shall enjoy the rights and be subject to the duties provided for in the Treaties. They shall have:
- the right to move and reside within the territory of the Confederation States, under the same conditions as nationals of that State.
- the right to vote in their State of origin, under the same conditions as nationals of that State.
- the right to enjoy, in the territory of a third country in which the Member State of which they are nationals is not represented, the protection of the diplomatic and consular authorities of any Confederation State on the same conditions as the nationals of that State.
- the right to petition the Political Consultative Committee.
- the right to benefit from the investments by Regional Investors, in the Port of Vines or any market which may formally succeed it.
Article 22
- Confederation Citizenship grants no automatic right of participation in the government of another Confederation State.
- Where the Confederation Citizen has a master, no right given to him by this treaty can be exercised without the master's consent.
Article 23
Confederation citizens can reside on the territory of another Confederation State for up to a month without any conditions other than the requirement to hold a valid identity card or Confederation passport.
Article 24
- To reside in another Confederation State for more than three months, citizens are required to meet certain conditions depending on their status (e.g.: worker, student, etc.) and may also be required to meet certain administrative formalities.
- The administrative formalities are regulated by every Confederation State.
Article 25.
- Confederation citizens can acquire the right to permanent residence in another Confederation State after legally residing there for a continuous period of 2 years.
Article 26
- The family members of Confederation citizens have the right to accompany or join them in another Confederation State, subject to certain conditions.
Article 27
- The Confederation Citizens are subject to trial in the nation they reside in.
CHAPTER V: SYMBOLS
Article 28
- The symbol of the CSSO will be two bay leaves behind a start and a handshake in the middle. The bay leaves symbolize the unavoidable victory of the CSSO in case of a conflict; the star symbolizes the Member States trying to reach the stars and the hope this Pact gives to the peoples; the handshake symbolizes the eternal friendship and desire of cooperation between the Members.
- The Confederation anthem and other symbols are recorded in the Confederation Symbols Act.
Article 29
The archives of the original documents of the Confederation are located in Xiacheng (Apollo City).
Article 30
The city of Lelystadt acts as headquarters and capital of the Confederation on Micras.
CHAPTER VI: AMENDMENTS
Article 31
- The Confederation Treaty may be amended only by decision of the Political Consultative Committee adopted by an unanimous majority.
