The Treaty on the Award of Cerulea was the instrument whereby the capitulation of Cerulea to the Kingdom of Normark would be formalised by the annexation of the former communist state.
Work on the treaty commenced in the sixth month of 1733 AN.

Text of the Treaty
Preamble
Article One
- Upon the exchange of the instruments of ratification of this treaty, which shall occur as soon as possible in the City of Elijah's Rest, the sovereignty of Cerulea (in its entirety, including all autonomous republics and regions) shall cease to rest with people of that nation, and immediately thereupon, be vested in the person of His Majesty the King of Normark, to be held by his person and his descendants thereafter.
Article Two
- 1. All persons resident in Cerulea at the moment of the signing of this treaty shall thereafter irrevocably become the subjects of His Majesty the King of Normark.
- 1.1. Subjects created thereby, upon pledging their allegiance, under sacred oaths, to His Majesty, shall receive the generous grant of liberties commensurate to their assessed status.
- 2. Any person discovered or else firmly suspected by lawful authority to have conspired or else willingly partook in Bolshevik treason or other acts of impiety shall be deemed a Protected Person and be subjected to the appropriate schedule of rights and obligations accordingly.
Article Three
- 1. His Majesty the King of Normark shall graciously appoint a Commission for the Integration of Cerulea, with a mandate to oversee the administrative, diplomatic, military, and political aspects of the expected transfer of sovereignty.
- 1.1. Three commissioners representing Cerulea shall be matched by four commissioners representing Normark.
- 1.2. All commissioners shall be appointed by His Majesty the King of Normark and shall hold their appointments until dismissed by His Majesty.
- 2. The government of Cerulea shall conform in all matters to the direction of the Commission.
