I managed to obtain a special personal interview with Speaker Avingar while I was in Mourn. She was one of the more interesting people I had met along my journey; she displayed both an incredible grasp of the scale of her power, including the hardness which the job requires one to have, but also a certain kindness towards the less fortunate that allows her to empathetically connect to the civilians she commands the respect of.—Edward Coldstone, Cira: A Legacy (1675 AN)
Avingar Holstadt is a Ciric politician, former Ciric soldier, and current Speaker of the Confederacy. She is a veteran of the Ciric armed forces, notably being a leading member in the development of the newest form of what has come to be known as the "Shock Troop Battalion", who dealt with a particularly harsh attack on the border region by uncivilised raiders in 1653. Her political life began when, following said raid, she was injured in a joint exercise between her unit and a unit in the Ciric navy, resulting in her being discharged from service.
Avingar began political life by vying for positions in the Civil Directorate, which she was duly elected to by the Confederate Parliament. This tenure of political office continued until the 1673 parliamentary elections, in which she was elected to parliament, and reelected in 1676. She did not run for a third term, instead refocusing her ambition to the position of Speaker, which at that point was one of three positions never held by a non-human resident of the confederacy (the others being Suzerain and Director of Science). This campaign succeeded, and in the 1679 elections she was voted to the office of Speaker. She has since focused on building the reputation of the confederacy by encouraging the growth of public works, as well as designing a new fiscal policy to account for an expected increase in trade, especially in Ferris Fortis. She has yet to have any policy conflict with her fellow executive head, the Suzerain Cedric Adsen, resulting in a much less slow political atmosphere than is usually expected.
