An Act for the Exclusion of Subjects Without Merit from Guild Hospitals
Article 1 - Purpose
The purpose of this Act is to ensure that Guild Hospitals prioritize the healthcare needs of meritorious subjects and public employees, as defined in the Charter of the Benacian Union and the Union Covenant.
Article 2 - Scope
This Act shall apply to all Guild Hospitals within the Benacian Union.
Article 3 - Exclusion of Subjects Without Merit
Subjects without merit, as defined in the Charter of the Benacian Union and the Union Covenant, shall be excluded from receiving healthcare services at Guild Hospitals, except in cases of emergency.
In the instance of a subject without merit being in receipt of emergency healthcare at a guild hospital, the subject shall be discharged into the care of the nearest appropriate charitable institution, and the cost incurred shall be charged to the worshipful corporation of the bailiwick in question.
Article 4 - Alternative Healthcare Options
Subjects without merit may seek healthcare services from the United Ecclesiastical Corporation of Benacia or other charitable organisations, or may seek treatment at hospitals operated by the municipal corporations of their bailiwicks.
Article 5 - Penalties
Guild Hospitals that fail to comply with the provisions of this Act may be subject to penalties, including fines, revocation of their operating license, and criminal charges for those responsible for the non-compliance.
Article 6 - Amendment and Repeal
This Act may be amended or repealed by the Chamber of Guilds and Corporations of the Benacian Union, provided that any such amendment or repeal is in accordance with the provisions of the Charter of the Benacian Union and the Union Covenant.
Article 7 - Effective Date
This Act shall come into effect on the date of its publication in the official gazette of the Benacian Union.
