Altus, officially the Altusian Republic (French: République Altusienne; Spanish: República Altusiana), is a country whose territory consists of several city-states in Micras. Altus is a sovereign state, under the rule of the Armée Altusienne Unie (AAU) and its associated paramilitary organizations and military groups. The city-states belonging to the Republic are in a federation established under the Compact of Ouinville.
Some of these city-states making up the Altusian Republic are located in territory formerly held by Alexandria, while others are communities of Alexandrian and Caputian refugees that grew into new cities and settlements. The common Alexandrian heritage is especially emphasized and encouraged by the government and the military.
Altus' population reaches 1,982,977 people, heavily concentrated around the urban centers. Its capital and largest city is the city of Norvind. Other important urban centers are the cities of Alduria, Hatkrou, Ouinville, and Belloc.
Etymology
The name of "Altus" comes from the Latin adjective, meaning "high, deep, noble or profound." The name was brought up during the Constitutional Commission that drafted the Compact of Ouinville as a name that could muster consensus among the representatives.
Other names considered during the Constitutional Commission were "New Alexandria" and "Valenciana". Altus ended up winning the support of almost all of the representatives in the Commission after it gained support from the military high command.

Politics
The Altusian Republic is an authoritarian regime with an integralist orientation. It is characterized by its lack of expansionism, lack of dogmatic party structure, and more moderate use of state force. The current President of the Altusian Republic is General Eugene Fouche, who serves as the Commander-in-Chief of the Armée Altusienne Unie and several associated paramilitary groups and intelligence agencies.
Political Culture
The major political parties are the Altusian Union and the Grand Patriotic Union. The Altusian Union's politics contain a strong but generally tolerant streak of Alexandrian traditionalism: preservation of the Church of Alexandria, preservation and primacy of the Alexandrian languages, and the traditions and culture of the old Empire, believing that the Alexandrian common heritage is important for the unity and future of the Republic.
Altus' army-drafted constitution was approved in a referendum in 1669 AN. The results, 92.4% of over 1 million voters with an official turnout of 99%, are considered suspect by many international observers.
The elections of 1669 resulted in a victory for the military-backed Altusian Union, with Eugene Fouche elected as President with 90.8% of the vote. The Union took almost all the seats in the Altusian Senate.
Altus' recent political history is underlined by its struggle to establish democratic structures amidst conflicting factions and an overarching concern that their nascent state could easily be invaded or destroyed by larger powers. The Altusian Republic sees itself as the only sovereign state for Alexandrians in Micras, a defender of a population subjected to the horrors of the Alexandrian flu and years of statelessness.
Government
Executive authority is vested in a President with sweeping executive and legislative powers, elected by popular vote for a five-year term. The President appoints a Chairman of the Permanent Steering Committee, who serves as his Chief of Staff and as a de facto Vice-President. This position is usually reserved to the designated successor to the President, as the regime is highly sensitive to the need for a seamless transfer of power to ensure the survival of the state. The Permanent Standing Committee is composed of the different chiefs of the military branches and the department Ministers appointed by the President.
The legislature is the unicameral Altusian Senate, elected every five years. The Altusian Senate is composed of three elected Senators per city-state, as well as representatives appointed by the President from officially recognized economic, social, and cultural organizations. While opposition candidates can technically stand for office, in practice the Electoral Committee screens candidacies for "subversive" or "unpatriotic" positions that can declare opposition candidates as unqualified to run for office. The official party, the Altusian Union, holds almost all of the seats in the Altusian Senate.
The Altusian Republic emphasizes the integration of newcomers into "the Alexandrian identity", which emphasizes the Church of Alexandria, the Alexandrian language, and deep respect and reverence for the House of Carrillo. Immigration laws are normally lax, but require swearing "loyalty and service to the Republic". The regime has proven to be tolerant towards several faiths such as the Church of Caputia and the Dozan Bovic Church.
The judiciary is supposed to be independent of the executive and the legislative branches, although judicial rulings are suspected of being based on political considerations and executive fiat rather than on existing law.

Economy
Economic activity in Altus consists primarily of subsistence farming and fishing. There are few mineral deposits worth exploiting. The potential for a tourist industry exists, but the remoteness of the location, pervasive corruption, a focus on military strength, and a lack of adequate facilities hinder development. Geographical isolation and a poorly developed infrastructure are major impediments to long-term growth.
