The Oktavyan Code is the highest body of law in the Garden of Kalgachia.

THE COUNCIL OF PERFECTI, in the name of the Garden Ketheric, desiring to secure for the Central Benacian peoples a homeland free from the archonic hand of the hegemon and to preserve the concept of manifold and fully sovereign nation states as the prime and uncontested manifestation of diversity among the humanoid peoples, resolute in the confidence that this shall precipitate the deliverance of all deserving humanity from the Wastes of Irredeemable Corruption which rule the material plane and lift their souls beyond its insidious pull for all time, undertakes by this document to establish a state for the purpose of same, beholden to none but this document and its beneficient authors.

CHAPTER the FIRST
On the broad nature of power
ARTICLE the FIRST
All territories, institutions, material assets and humanoid subjects under the guidance of the Council of Perfecti are known collectively as the Garden of Kalgachia.
ARTICLE the SECOND
Within the Garden of Kalgachia, and to all without the Garden of Kalgachia whom have sworn fealty to the Perfecti, said Perfecti are the highest authority among material beings. Whether committed to this document, announced by decree or communicated in any intelligible form, their collective will has the force of law.
ARTICLE the THIRD
Such agents or functionaries to whom the enactment of the Perfecti's will has been delegated shall, subject to the limitations of their particular remit, be obeyed as the Perfecti themselves.

CHAPTER the SECOND
On the particular nature of power
ARTICLE the FIRST
Each member of the Council of Perfecti is allocated a ministerial brief with responsibility for an institution and its function, in the following order of descending importance:
a) The Troglodyti, for the esoteric salvation of the Kalgachi people.
b) The Church of Kalgachia, for the exoteric salvation of the Kalgachi people and certain matters of provincial administration.
c) The Kalgachi Defence Force, for the military defence of Kalgachi interests.
d) The Prefecti, for the perservation of Kalgachia's internal security.
e) The Directorate of Public Works, for the development and maintenance of Kalgachi infrastructure.
f) The Directorate of Labour and Economic Planning, for the marshalling of Kalgachia's material and human resources.
g) The Directorate of Education and Outreach, for the organisation of Kalgachi academia and the dissemination of information.
h) The Directorate of Health and Public Welfare, for the maintenance of the bodily integrity of the Kalgachi people.
i) The Directorate of the Tumultuous Wastes, for the conveyance of communications and information pertinent to Kalgachia's relationship with foreign powers.
The member responsible for the Troglodyti is charged with the chairmanship of the Council.
ARTICLE the SECOND
The territory of the Garden of Kalgachia is divided into Lieutenancies. The Council of Perfecti delegates the administration of each subject Lieutenancy to a Lord Lieutenant.
ARTICLE the THIRD
Each Lieutenancy is divided into Marches. The Church of Kalgachia shall maintain a principal monastery in each March, from which it is administered by an Abbot.
ARTICLE the FOURTH
Each March is divided into Parishes. The Church of Kalgachia shall maintain a principal church in each Parish from which it is administered by a Credent.
ARTICLE the FIFTH
Abbots and Credents, in addition to the governance of their subject territories, hold primary responsibility for the spiritual integrity and ultimate salvation of their subject peoples.
ARTICLE the SIXTH
The Kalgachi Defence Force and the Prefecti are centralised organs reporting directly to the Council of Perfecti unless this bond of command has been broken by act of war, civil unrest or natural disaster, in which case its units and agents are subject to the authority of the most senior Credent, Abbot or Lord Lieutenant available in their area of operation.
ARTICLE the SEVENTH
The Marches and Parishes are obliged to instruct their subject peoples in partisan warfare to the maximum extent that their physical and mental condition allows, to raise such formations of partisans for the defence of their homeland as the conditions of total war require, and to offer such partisans for integration into the Kalgachi Defence Force command structure if deemed appropriate by said command.
ARTICLE the EIGHTH
The right of Kalgachi subjects, regardless of rank or social standing, to lodge petition with the Council of Perfecti on any subject is protected in law and shall not be infringed. The issuance of rescript and the nature thereof remain at the absolute discretion of the Council of Perfecti.

CHAPTER the THIRD
On Miscellaneous Provisions
ARTICLE the FIRST
No person related by blood or marriage to the head of state of a foreign power, or to the leadership of its principal religion, shall be permitted residency of or entrance to the Garden of Kalgachia unless undertaking diplomatic business on behalf of a foreign nation state.
ARTICLE the SECOND
Proselytisation by adherents to belief systems not originating in the Garden of Kalgachia, without clear and unambiguous exhortation for the syncretic subordination of such systems to the revelations of the Perfecti, is prohibited in the absolute.
