Zhengbing Programme

The Zhengbing Programme is a government policy of the Jingdaoese Empire that seeks to promote population growth. It is executed by the Agency for Foreign Recruitment. The agency adopts children of non-citizen parents raises them as Jingdaoese citizens. Most of the children are acquired from poor families living in the non-claimed parts of Apollonia. Parents cooperate with the agency because they often believe that they might be unable to raise the child themselves and that the Zhengbing Programme offers their child a chance. Parents who have transferred three or more children to the Zhengbing Programme are eligible for a visa that allows them to migrate to Jingdao for employment.
