The Royally United Cities of Vicaro is a group of cities in south-eastern Keltia.

History

1753 - Founding

Vicaro was founded on 1753.14.11 AN through a meeting between King Tirell of Scythe and Connor Rocan, an outlander who governed a settlement in southern Vicaro. Rocan sought military and political support from Scythe, and negotiations between the two leaders resulted in the creation of a unified state.

As part of this agreement, Tirell and Rocan appointed their allies to a newly formed Council of Nobles and drafted a constitution to formalize governance. Tirell assumed the title of King, later establishing a dynasty and claiming descent from José Joaquín, Emperor of Anahuaco, though this lineage is not always believed. Rocan took the position of Prime Regent until elections could be held.

Shortly after negotiations began, representatives from the city of Auguste were invited to join the union. Auguste agreed, and its leader, Nataniel Francisco, became Governor of Vicaro, holding authority equal to that of King Tirell. The new state was named after the Anahuacano state of Vicario.

Governance and Politics

Politics in Vicaro are overseen by King Tirell of Scythe and Governor Nataniel Francisco, who jointly function as Vicaro's Heads of State (or Heads for short).

Although Vicaro’s Heads of State possess extensive formal authority, political culture discourages overt displays of personal power. Decisions are expected to be framed as the outcome of consultation and convergence rather than individual will. Public debate rarely forms around clear opposition. Instead, it is characterized by overlapping positions, partial agreements, and differences in emphasis. Political actors tend to position themselves within a network of views rather than against a single adversary, reflecting the broader cultural belief that outcomes emerge from interaction rather than opposition alone.

Heads of State

The Heads of State (commonly called Heads) are the ultimate decision-makers, with power to make decisions or veto them in all three branches of Vicaran Government. The Heads jointly make decisions. Vicaro's Succession (Heads of State) Law dictates each Head's successor.

The Current Heads are:

  • King Tirell of Scythe, a outlander dubiously claiming descent from the Anahuacano Royal Family. His successor will be appointed by primogeniture. He is a supporter of Vicaro trying to reunite the former empire of Anahuaco.
  • Governor Nataniel Francisco, the former governor of Auguste. His successor will be appointed by the Council of Patricians. Governor Francisco is known as a conservative figure who wishes to present Vicaro as a new state, rather than a successor of Anahuaco.

Executive

The Heads have power to make any executive decisions, or to delegate power to make decisions to any of the 20 Regents elected by the People's Assembly, who serve as an advisory body to the Heads. In practice, however, few decisions are taken without consultation of a Regent, and most are taken by Regents without consultation of the Heads. Some decisions, such as declaring war, or signing treaties, may only be taken with either the agreement of the relevant regents (Regent of Military Affairs and Regent of Foreign Affairs) or the People's Assembly.

Legislature

The National Council is Vicaro's primary legislative body. It also debates actions taken by the executive. To pass a law, the agreement of the Heads and the National Council is required. The People's Assembly is another parliamentary body in Vicaro. It elects the 20 Regents of the Executive Wing and is elected by the people in mixed-member proportional elections. The National Council consists of 100 non-Regent Citizens of the People's Assembly, and 20 nobles from the Council of Patricians. The Heads select one Citizen from the People's Assembly to be the Speaker and keep order in the People's Assembly and National Council.

The Council of Patricians is a group of nobles. To enter the Council of Patricians, a nobleman must be selected by the Heads and approved by a vote of the Council of Patricians. Traditionally, the Council of Patricians consists of 100 Patricians, 20 of which serve in the National Council. A Patrician may resign or be ejected by a vote. The Council of Patricians meets on the day after the summer and winter solstices to elect the First Patrician, who keeps order in the Council of Patricians. After that, the Council of Patricians elects 20 Patricians to the National Council, and vote on additions to their ranks.

Currently, the People's Assembly and Council of Patricians consist of the unelected friends and allies chosen by the Heads. Vicaro's first Elections will be held in 1755 AN.

Judiciary

Vicaro's Provincial Courts primarily deal with misdemeanors and fraud. Crimes of murder or treason automatically go to the National Court. The National Court is made up of 50 justices, 3 of which are chosen to make decisions. The High Court is made up of 30 justices, 7 of which are chosen for each decision. The Supreme Court is made up of the Heads and 9 justices. Justices advise the Heads on cases brought before the Supreme Court, but final authority rests with the Heads themselves. If a decision was originally made by a Provincial Court, an appeal first goes to the National Court, and then to the High Court. If a decision was originally made by the National Court, an appeal first goes to the High Court, and then to the Supreme Court.

Geography

Vicaro borders on the Great Eastern Ocean. Vicaro's northern border is mostly composed of rainforest, with agriculture booming on the southern coast. Mount Luis Aranda, the southernmost mountain in the Sierra del Sur mountain range to the north of Auguste, dominates the northern border.

List of Cities in Vicaro
Name Population (1754 AN estimate) Notes
Castle Rocan 850,000 Vicaro's Capital; a tiny city, led by Connor Rocan before Vicaro's founding.
Scythe 1,920,000 The largest city in Vicaro, Scythe is very low-density, and many residents keep gardens to grow food. Many residents see Scythe as an agricultural-heavy city.
Auguste 1,480,000 The previous capital of the Anahuacano state of Vicario, Auguste's central palace has now been destroyed by bandits. Many residents live in slums, and gang membership is high.

Culture

Vicaran culture is shaped by the idea that no individual stands above the whole, and that outcomes arise from the interaction of many lives rather than singular figures. This perspective is reflected not only in literature, but in social norms, art, and political behavior.

Media

Literature in Vicaro is often written in a style called Civilisational Confluence, where narratives move across multiple characters and time periods without centering a single protagonist. Stories emphasize how decisions intersect and accumulate over time, rather than presenting clear moral resolutions. It is common for major events to occur offstage, with focus instead placed on their consequences across generations.

Historical writing follows a similar pattern. Rather than focusing on rulers or battles alone, Vicaran historians tend to document overlapping accounts from different regions and social classes. Contradictions are often preserved rather than resolved, reflecting the belief that no single account fully captures reality.

Social Values

Vicaran society places a strong emphasis on relational identity. Individuals are understood primarily through their connections—family, city, profession—rather than as isolated actors. It is considered naïve to describe someone as wholly good or bad; instead, people are judged based on the context and consequences of their actions. There is also a cultural preference for measured decision-making. Acting too quickly or decisively without consultation is often viewed with suspicion, as it ignores the broader network of influences that shape outcomes. Responsibility is seen as distributed. When failures occur, blame is rarely assigned to a single individual; instead, discussions focus on how systems and interactions contributed to the result.

Education

Education in Vicaro encourages the comparison of multiple viewpoints. Students are often presented with conflicting accounts of the same event and are expected to analyze how each contributes to a broader understanding. Philosophy and political thought frequently explore the limits of individual agency, not to deny it, but to situate it within larger systems of interaction. Debate is less about proving one side correct and more about mapping the relationships between different positions.

Military

Vicaro maintains a centralized national military responsible for defending the country, enforcing borders, and supporting domestic stability. Overall command rests with the Heads and the Regent of Military Affairs, who set broad strategic priorities and authorize campaigns, but operational authority is distributed across regional commands and specialized divisions.

The national army is divided into several branches:

  • Infantry and garrison units, stationed in each major city, handle both conventional operations and local security.
  • Mobile field divisions, based in Scythe and Castle Rocan, serve as rapid-response forces capable of reinforcing other regions or projecting power across Vicaro.
  • Specialized units, including reconnaissance, engineering, and jungle operations, are spread out through the Military and can be reassigned as circumstances change.

Command within the army is intentionally polycentric: generals and division leaders plan operations collaboratively. Vicaro also maintains a small naval fleet along the southern coast to protect trade routes and respond to piracy in the Great Eastern Ocean. Coastal forts provide logistical support and serve as bases for joint operations with army units.

Training emphasizes both unit-level autonomy and joint coordination. Soldiers are taught to interpret orders in the context of other forces’ movements, maintain communication across overlapping command networks, and make decisions when higher command is delayed or unavailable. While this approach promotes flexibility and resilience, it requires careful planning and constant communication.
