The First Consul of the International Mandate serves as the head of state and government of the International Mandate for the Settlements in Apollonia, overseeing its political, economic, and diplomatic affairs. As the leader of a city-state that thrives on international trade, neutrality, and a unique power-sharing structure, the First Consul must balance the interests of diverse ethnic communities, foreign investors, and external military garrisons while maintaining the independence and stability of Tiegang. While powerful in theory, the First Consul is limited by several factors. The Lord Proprietor of the Blackfriars is often seen as the First Consul's right hand, and most likely the one truly in charge.


Since the creation of the office, and despite the organisation of elections every four years, the title has only been held by one person: André Vales.
