BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Cortes Federales, in this present session assembled, and by the authority of the same, as follows:-
PART I
GENERAL PROVISIONS.Article 1: Citation.
- This Act may be cited as the "National Infrastructure and Defense Investment Act, 1739."
Article 2: Definitions.
- For the purposes of this Act:
- "Infrastructure" means public works projects, including transportation, energy, housing, and connectivity systems.
- "Defense" includes military, border, and civil defense capabilities.

PART II
INFRASTRUCTURE INVESTMENTS.Article 3: Transportation.
- Allocate 300 billion écus to modernize transportation systems:
- 150 billion écus for high-speed rail networks and intercity rail upgrades.
- 100 billion écus for repairs and enhancements to national roadways and bridges.
- 50 billion écus for port and airport upgrades.
Article 4: Energy and Housing.
- Invest 300 billion écus in energy and housing projects:
- 100 billion écus for clean energy infrastructure, including solar, wind, and Alexandrium nuclear energy projects.
- This includes the construction of both small modular Alexandrium reactors and large-scale Alexandrium energy facilities across the Federation over the next 10 years.
- 50 billion écus for grid modernization to integrate renewable, Alexandrium, and nuclear energy sources.
- 150 billion écus to build new affordable housing units and renovate existing housing stock.
Article 5: Digital and Urban Connectivity.
- Allocate 100 billion écus to expand broadband and digital connectivity:
- Improve access to high-speed internet in rural and underserved areas.
- Support smart city initiatives for efficient urban infrastructure.
Article 6: Environmental Protection and Resilience.
- Dedicate 200 billion écus to environmental and climate resilience programs:
- 100 billion écus for green technology development, including advanced energy storage and low-emission industrial processes.
- 50 billion écus for conservation projects such as reforestation and biodiversity protection.
- 50 billion écus for disaster preparedness infrastructure, including flood defenses and wildfire prevention.
PART III
DEFENSE INFRASTRUCTURE.Article 7: Border Defense Systems.
- Allocate 100 billion écus to enhance border security:
- Build and upgrade border facilities.
- Deploy advanced surveillance and rapid response systems.
Article 8: Civil Defense Upgrades.
- Invest 50 billion écus in civil defense infrastructure:
- Expand National Qullqa System, emergency shelters, and disaster response facilities.
- Modernize, update, and create redundancy in all communication networks for disaster management.
Article 9: National Defense Modernization.
- Dedicate 50 billion écus to upgrades for national defense:
- Improve military base infrastructure.
- Enhance cybersecurity systems for critical defense operations.
PART IV
CLOSING PROVISIONS.Article 8: Commencement and Application.
- This Bill shall apply to all of the Federation of Nouvelle Alexandrie.
- This Bill shall not become law unless it has been given Royal Assent.
- This Bill shall be published and made publicly available.
- In the event any provision or part of this Bill is found to be invalid or unenforceable, only that particular provision or part so found, and not the entire Bill, will be inoperative.
