The Anahuacan Refugee Council (ARC) is an international humanitarian organization established on 15.VI.1737 AN to coordinate refugee assistance and resettlement services for the Anahuacan diaspora following the East Keltian Collapse. Created as part of Operation Haven Shield, the organization emerged from the Joint Humanitarian Operations Center (JHOC) established during Operation Northern Light and operates under the auspices of the Raspur Pact. Headquartered in Cárdenas, Nouvelle Alexandrie, the ARC manages a comprehensive network of over 28 refugee processing centers and 42 permanent settlement facilities across seven nations, serving millions of displaced Anahuacans.
Working in close partnership with the National Qullqa System and the Imperial Constancian Humanitarian Council, the ARC coordinates a wide range of services including emergency relief, permanent housing assistance, language training, job placement, and cultural preservation programs. The organization maintains a permanent staff of 12,500 professionals and 45,000 volunteers, with an annual budget of 850 million NAX€ as of 1738 AN. Under the leadership of High Commissioner Maria Elena Velazquez, the ARC has pioneered several innovative refugee integration programs, including the Skilled Workers Initiative which has successfully placed over 250,000 Anahuacan professionals in technical and manufacturing positions across Raspur Pact member states.
