BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Federal Assembly, in this present session assembled, and by the authority of the same, as follows:-

PART I
GENERAL PROVISIONS

Article 1: Short Title

  1. This act shall be known as the National Seat Belt Act, 1735.

Article 2: Definitions

  1. "Vehicle" refers to any motorized form of transportation designed to carry passengers on public roads.
  2. "Seat Belt" refers to a safety belt designed to secure the occupant of a vehicle against harmful movement that may result during a collision or a sudden stop.
PART II
NATIONAL STANDARD AND ENFORCEMENT

Article 3: Mandatory Use of Seat Belts

  1. All occupants of a vehicle, when seated in positions equipped with seat belts, shall have the seat belt properly fastened at all times when the vehicle is in motion on public roads.

Article 4: Federal and Regional Responsibilities

  1. The Federal Government shall establish the national standard for seat belt use, ensuring consistency across Nouvelle Alexandrie.
  2. Regional Governments are responsible for the enforcement of the seat belt law within their jurisdictions, including the imposition of penalties for non-compliance.
  3. Regional Governments may enact additional regulations regarding seat belt use, provided they are not less stringent than the federal standard.

Article 5: Penalties for Non-Compliance

  1. Violators of the seat belt law may be subject to fines, as determined by the respective Regional Governments. The Federal Government may issue guidelines for minimum penalty amounts.
  2. Repeated offenses may result in increased penalties, including higher fines and potential driving license suspensions, as enforced by Regional Governments.

Article 6: Public Awareness and Education

  1. The Federal Government, in collaboration with Regional Governments, shall initiate public awareness campaigns to educate citizens on the importance of seat belt use for road safety.
  2. Educational programs shall be developed and implemented in schools, driving schools, and through public media.
PART III
CLOSING PROVISIONS

Article 7: Commencement

  1. This act shall come into force on the date of receiving Royal Assent.

Article 8: Severability

  1. If any provision of this act, or its application to any person or circumstance, is held invalid, the remainder of the act, and the application of such provision to other persons or circumstances, shall not be affected thereby.

Article 9: Jurisdiction

  1. This act applies throughout the Federation of Nouvelle Alexandrie, ensuring a unified approach to the mandatory use of seat belts for enhanced road safety.
