Imperial Decrees (Shireroth)/Duchy of the Guttuli
A Decree from Her Imperial Magnificence
Salome, through the intercessions of Divine Providence, Kaiseress of Shireroth,
Queen of Ransenar, Rani of Tas Neemia, Emira of Sathrati, Sardar of Talenore, Princess of Hurmu, Princess among the Lakes, Duchess of Brookshire, Duchess of Chestnut, Duchess of New Aquitane, Marchioness of Zy-Rodun, Khanum of Caer Lum'ruush, Countess of Upper Macon, Countess of Andiopolis, Countess of Dracoheim, Countess of Istvan, Baroness of Port Mills, Lady of Zauberförde/Senkyōwan, Lady in Jorvik, Progeny of the Once-Living God, Scion of the King of Kings, Thane of the Shirelands, Keeper of the Apollo Legacy, Grand Master of the Orders of the Dragon, of Griffin, of Phoenix, and of Chimera, Sovereign of the Golden Mango Throne, Lord Mayor of the City of Vladagrad,
announcing for the sake of all Shireroth that,
In recognition of the wise people of the Lower Elwynn, who, in loyalty to Us and in opposition to the criminal state who opposed Us, did offer to Us the ducal crown over the lands of the mouth of the River Elwynn;
And whereas the lands of the mouth of the River Elwynn were, in the years of Our father, Ayreon the Fourth of Blessed Memory, governed as a constituent territory of the Imperial Republic of Shireroth;
So too shall these lands be governed, in the manner below prescribed:
- Those territories designated under Our decree, Protected Status in the Lower Elwynn, are reconstituted as the Duchy of the Guttuli, under the benevolent rule of the Golden Mango Throne.
- The seat of the Duchy of the Guttuli is the City of Lachlan.
- Eoin Kalous is released from his appointment in Our said decree, and is appointed Lord Lieutenant for the Golden Mango Throne to the Far Guttuli, consisting of that territory of the Guttuli located east of the River Elwynn, as well as the islands located within the River Elwynn.
- Avel Bakkan is appointed Lord Lieutenant for the Golden Mango Throne to the Near Guttuli, consisting of that territory of the Guttuli located west of the River Elwynn.
- For the future governance of the Guttuli, a committee of delegates, representing the stakeholders of the Guttulinese population, shall convene in Lachlan with the purpose of drafting a basic law for the Duchy. Each of the four districts, as organized before the establishment of the Duchy, shall select four delegates. Each of the minority populations inhabiting the Duchy, specifically the Lunatics, the Aryashti, and the Laqs, shall also select four delegates, in order to adequately represent their particular interests.
- Said committee shall be co-chaired by the two above Lords Lieutenant for the Golden Mango Throne in Our name.
- The committee shall present to Us a final draft by the end of this year for our consideration.
